(NaturalNews) As the anticipated July release date for Baxter's A/H1N1 flu pandemic vaccine approaches, an Austrian investigative journalist is warning the world that the greatest crime in the history of humanity is underway. Jane Burgermeister has recently filed criminal charges with the FBI against the World Health Organization (WHO), the United Nations (UN), and several of the highest ranking government and corporate officials concerning bioterrorism and attempts to commit mass murder. This bioterrorism is for the purpose of carrying out a mass genocide against the U.S. population by use of a genetically engineered flu pandemic virus with the intent of causing death. This group has annexed high government offices in the U.S.

She further charges that the complex of pharmaceutical companies consisting of Baxter, Novartis and Sanofi Aventis are part of a foreign-based dual purpose bioweapons program, financed by this international criminal syndicate and designed to implement mass murder to reduce the world's population by more than 5 billion people in the next ten years. Their plan is to spread terror to justify forcing people to give up their rights, and to force mass quarantine in FEMA camps. The houses, companies and farms and lands of those who are killed will be up for grabs by this syndicate.

By eliminating the population of North America, the international elite gain access to the region's natural resources such as water and undeveloped oil lands. And by eliminating the U.S. and its democratic constitution by subsuming it under a North American Union, the international crime group will have total control over North America.

Jane Burgermeister is a dual Irish/Austrian who has written for Nature, the British Medical Journal, and American Prospect. She is the European Correspondent of the Renewable Energy World website. She has written extensively about climate change, biotechnology, and the ecology.

In addition to the charges currently under investigation that she filed against Baxter AG and Avir Green Hills Biotechnology in April, she has filed charges against WHO and Baxter among others concerning a case of exploding "swine flu" vials meant for a research lab on a busy IC train in Switzerland.

In her view, control of the media by the ruling elite has allowed the world crime syndicate to further its agenda unabated while the rest of the people remain in the dark about what is really going on. Her charges are an attempt to get around this media control and bring the truth to light.

Her greatest concern is that "in spite of the fact Baxter has been caught red handed nearly triggering pandemic, they are also moving ahead, together with allied pharma companies, with supplying the vaccine for pandemics." Baxter is hurrying to get this vaccine to market some time in July.

Now we have exploding unemployment, an exploding federal deficit, an Inspector General for the TARP bailout program predicting that the ultimate bailout cost could rise to $23.7 trillion and a Congressional Budget Director who is concluding that we can no longer afford the social safety net.

That is, unless you change the actuarial assumptions in the budget – like life expectancy. Lowering immune systems and increasing toxicity levels combined with poor food, water and terrorizing stress will help do the trick. Review the history of vaccines rushed into production without proper testing and peer review - it is clear about the potential side effects. In addition, a plague can so frighten and help control people that they will accept the end of their current benefits (and the resulting implications to life expectancy) without objection. And a plague with proper planning can be highly profitable. Whatever the truth of what swine flu and related vaccines are, it can be used as a way to keep control in a situation that is quickly shifting out of control.

In short, an epidemic can be used to offset the inflation of capital with increasing deflation of the value and income of labor and continual demand destruction. It is a great deal of time and money spent on something that will not help build a real economy. The disinformation and control opportunities are profound. They keep the slow burn going. It is the next, meaner face of “the establishment against the rest of society.”

Now, if this sounds ludicrous to you, it may be because you do not appreciate how dark the culture has become that is now in charge. Do you have any idea how impossibly frustrating it is to manage a highly centralized system in which the vast majority of people lack any responsibility to ensure that the whole thing works? Everyone wants their free lunch and there are no real markets or democracy to force accountability or a shared intelligence. Force works. Force has increasingly become the way to achieve most everything. Using force is a lot easier that living with rising risk and the costs of subsidizing an aging population.

You need to study livestock management — managing living beings based on probabilities and actuarial assumptions. Perhaps a combination of large insurance risk and livestock management. Depopulation can be slow and managed or fast. We are generally looking at slow and managed.

The notion of lowering vibrational level and physical and mental power is very real and important to “field” management. Such field management is absolutely essential for a few to manage many in a model in which knowledge and technology must be hidden in a population that has natural psychic and telepathic gifts and the ability to communicate through resonance through the electromagnetic field — like birds or other swarming, herd animals.

If you study instances of large, intentional genocides or depopulation through history, what you see is that those who think about such things and implement them are getting smarter, more effective and much more subtle in their herd management techniques.

Managing centrally controlled systems is a very risky business and the people who do it are very risk adverse. For good reasons. Study the history of the Roman Empire and other great elites and the history of narcotics trafficking, including in the places you live or have lived, and you will find that politics is risky business and we live on a very primitive planet.

When I began writing Reinventing Jesus Christ: The New Gospel in August 2001, I obviously had no idea that the tragic events of September 11, 2001 were about to take place. These reinvented New Age teachings were now being described as the “New Gospel” of a “New Spirituality.”

New Age leaders were all over the media after September 11th with their synchronized sound bites and spiritual analyses, emphatically declaring that terrorism is not to be defined by what people do, but by what they believe. They argued that terrorism is a spiritual problem that requires a spiritual solution. And while this statement is not untrue, their spiritual solution—a New Age Peace Plan—was no solution at all. For hidden away within this Peace Plan, and buried beneath all of their positive exhortations for love and peace and oneness, was another plan—a plan that was unknown—even to many of them. It was a plan to eliminate biblical Christianity and all of its followers. The New Age/New Gospel Peace Plan promised peace and safety to those who went along with their plan, but persecution and death to all who opposed it. And while this “selection process” was never publicly discussed on Oprah, Larry King Live, or Good Morning America, it was clearly documented in their New Age writings.

When you start connecting the dots the Plan of Salvation and what the occultist call the “Divine Plan” of Lucifer’s you can really see we are battling the War in heaven on earth today. How could he guarantee not one soul would be lost. There would have to be no sin. In pondering that question ponder what gives us our free agency? They key is to know what Lucifer’s plan was in the pre-mortal world to recognize it on Earth. Once it was rejected Lucifer had two choices to submit his will to Father and have faith in Father and His plan or believe he was right and knew better then Father and to fight Him. He chose the latter. So what we see on earth today is Lucifer's Plan that he believes is the right one form mankind. Now we again get to decide if we follow Father with Faith or disagree with Father and follow our own will therefore following Lucifer’s example and following him and his Plan. At this time it is no longer taught in secret for the world is wicked enough to have it taught in the open.

The new age teaches man’s will, and that we can reach Godhood via mans own doing focusing on the “divine within” and then changing the world with that knowledge of our divinity. The new age teaches you are ‘Christ” there is no need for a Savior for there is no sin. Salvation comes from man. This is Total pride.

Where Heavenly Fathers plan is focused on Fathers will and allowing the agency of man to chose good from evil. (chosing your will or Father will is good or evil) Salvation comes from Christ’s atonement and our repentance and setting aside our own ways (our will) to follow Christ ways in all things. I am a student of history. Professionally. I have written 15 books in six languages, and have studied it all my life. I think there is something monumentally large afoot, and I do not believe it is just a banking crisis, or a mortgage crisis, or a credit crisis. Yes these exist, but they are merely single facets on a very large gemstone that is only now coming into sharper focus.

Something of historic proportions is happening. I can sense it because I know how it feels, smells, what it looks like, and how people react to it. Yes, a perfect storm may be brewing, but there is something happening within our country that has been evolving for about ten - fifteen years. The pace has dramatically quickened in the past two.

We demand and then codify into law the requirement that our banks make massive loans to people we know they can never pay back. Why?

We learn that the Federal Reserve, which has little or no real oversight by anyone, has 'loaned' two trillion dollars (that is $2,000,000,000,000) over the past few months, but will not tell us to whom, or why, or disclose the terms.

That is our money. Yours and mine. And that is three times the $700B we all argued about so strenuously just this past September. Who has this money? Why do they have it? Why are the terms unavailable to us? Who asked for it? Who authorized it? I thought this was a government of 'we the people', who loaned our powers to our elected leaders. Apparently not.

We have spent two or more decades intentionally de-industrializing our economy. Why? We have intentionally dumbed down our schools, ignored our history, and we no longer teach our founding documents, showing why we are exceptional and why we are worth preserving. Students by and large cannot write, think critically, read, or articulate. Parents are not revolting, teachers are not picketing, and school boards continue to back mediocrity. Why?

We have now established the precedent of protesting every close election (now violently in California over a proposition that is so 'controversial' that it wants marriage to remain between one man and one woman!). Did you ever think such a thing possible just a decade ago? We have corrupted our sacred political process by allowing unelected judges to write laws that radically change our way of life, and then allow mainstream Marxist groups like ACORN and others to turn our voting system into a banana republic. To what purpose?

Now our mortgage industry is collapsing, housing prices are in free fall,major industries are failing, our banking system is on the verge of collapse, Social Security is nearly bankrupt, as is Medicare and our entire government, and our education system is worse than a joke. (I teach college and know precisely what I am talking about.) The list is staggering in its length, breadth, and depth. It is potentially 1929 x ten. And we are at war with an enemy we cannot name for fear of offending people of the same religion, an enemy who cannot wait to slit the throats of your children if they have the opportunity to do so.

Now we have elected President a man no one knows anything about, who has never run so much as a Dairy Queen, let alone a town as big as Wasilla , Alaska . All of his associations and alliances are with real radicals in their chosen fields of employment, and everything we learn about him, drip by drip, is unsettling, if not downright scary. Surely you have heard him speak about his idea to create and fund a 'mandatory civilian defense force' stronger than our military for use inside our borders. No? Oh, of course. The media would never play that for you over and over, and then demand he explain it. Sarah Palin's pregnant daughter and $150,000 wardrobe is more important to the media.

Mr. Obama's winning platform can be boiled down to one word: change. Why?

I have never been so afraid for my country and for my children as I am now! This man campaigned on bringing people together, something he has never, ever done in his professional life. In my assessment, Obama will divide us along philosophical lines, push us apart, and then try to realign the pieces into a new and different power structure. Change is indeed coming. And when it comes, you will never see the same nation again.

I thought I would never be able to experience what the ordinary, moral German felt in the mid-1930s. In those times, the savior was a former smooth-talking rabble-rouser from the streets, about whom the average German knew next to nothing. What they did know was that he was associated with groups that shouted, shoved, and pushed around people with whom they disagreed. He edged his way onto the political stage through great oratory and promises. Economic times were tough, people were losing jobs, and he was a great speaker. And he smiled and waved a lot. And people, even newspapers, were afraid to speak out for fear that his 'brown shirts' would bully them into submission. And then, he was duly elected to office as full-throttled economic crisis was at hand [the Great Depression].

Slowly but surely he seized the controls of government power, department-by-department,person by-person, bureaucracy-by-bureaucracy. The kids joined a Youth Movement in his name, where they were taught what to think. How did he get the people on his side? He did it promising jobs to the jobless, money to the moneyless, and goodies for the military-industrial complex. He did it by indoctrinating the children, advocating gun control, health care for all, better wages, better jobs, and promising to re-instill pride once again in their country, across Europe , and around the world.

He did it with a compliant media. Did you know that? And he did this all in the name of justice and ..... change. And the people surely got what they voted for. (Look it up if you think I am exaggerating.)

Read your history books. Many people objected in 1933 and were shouted down,called names, laughed at, and made fun of. When Winston Churchill pointed out the obvious in the late 1930s while seated in the House of Lords in England (he was not yet Prime Minister), he was booed into his seat and called a crazy troublemaker. He was right, though.

Don't forget that Germany was the most educated, cultured country in Europe . It was full of music, art, museums, hospitals, laboratories, and universities. And in less than six years --- a shorter time span than just two terms of the U. S. presidency --- it was rounding up its own citizens, killing others, abrogating its laws, turning children against parents, and neighbors against neighbors. All with the best of intentions, of course. The road to hell is paved with them.

As a practical thinker, one not overly prone to emotional decisions, I have a choice: I can either believe what the objective pieces of evidence tell me (even if they make me cringe with disgust); I can believe what history is shouting to me from across the chasm of seven decades; or I can hope I am wrong by closing my eyes, having another latte, and ignoring what is transpiring around me..

Some people scoff at me, others laugh, or think I am foolish, naive, or both. Perhaps I am. But I have never been afraid to look people in the eye and tell them exactly what I believe, and why I believe it.

Conclusion and recap - It looks bleak. Even the nice chap who seems very committed and sincere....is realistic....since he hides his face. The Revolutionary War of our forefathers was fought over the ability to print money by a group of people who shortly prior had been doing just that - printing their own money. They were realistically quite free in that they could take off any time and head west if they wanted to escape the financial chains. When it came to enforcement by England there were oceans to cross, armies to assemble, supply chains to build and sustain, communication issues, etc etc.

Today is an entirely different picture. We have been infiltrated and now it takes a different kind of revolution. Lets not kid ourselves - George Washington, Paul Revere, or even the bold John Hancock wouldn't stand a chance today. Lets face it - they own us! Project Blue Beam - You be the Judge

The infamous NASA Blue Beam Project has four different steps in order to implement the new age religion with the Antichrist at its head. We must remember that the new age religion is the very foundation for the new world government, without which religion the dictatorship of the new world order is completely impossible. I'll repeat that: Without a universal belief in the new age religion, the success of the new world order will be impossible! That is why the Blue Beam Project is so important to them, but has been so well hidden until now.

The first step concerns the breakdown of all archaeological knowledge. It deals with the setup with artificially created earthquakes at certain precise locations on the planet where, supposedly, new discoveries will finally explain to all people the error of all fundamental religious doctrines. The falsification of this information will be used to make all nations believe that their religious doctrines have been misunderstood for centuries and misinterpreted. Psychological preparations for that first step have already been implemented with the film, "2001: A Space Oddessy;" the StarTrek series, and "Star Wars;" all of which deal with invasions from space and the coming together of all nations to repel the invaders. The last films, "Jurassic Park," deals with the theories of evolution, and claim God's words are lies.

What is important to understand in the first step is that those earthquakes will hit at different parts of the world where scientific and archaeological teachings have indicated that arcane mysteries have been buried. By those types of earthquakes, it will possible for scientists to re-discover those arcane mysteries which will be used to discredit all fundamental religious doctrines. This is the first preparation for the plan for humanity because what they want to do is destroy the beliefs of all Christians and Muslims on the planet. To do that, they need some false "proof" from the far past that will prove to all nations that their religions have all been misinterpreted and misunderstood.

The second step involves a gigantic "space show" with three-dimensional optical holograms and sounds, laser projection of multiple holographic images to different parts of the world, each receiving a different image according to predominating regional national religious faith. This new "god's" voice will be speaking in all languages. In order to understand that, we must study various secret services' research done in the last 25 years.

The Soviet's have perfected an advanced computer, even exported them, and fed them with the minute physio-psychological particulars based on their studies of the anatomy and electro-mechanical composition of the human body, and the studies of the electrical, chemical and biological properties of the human brain.

These computers were fed, as well, with the languages of all human cultures and their meanings. The dialects of all cultures have been fed into the computers from satellite transmissions. The Soviets began to feed the computers with objective programs like the ones of the new messiah. It also seems that the Soviets - the new world order people - have resorted to suicidal methods with the human society by allocating electronic wavelengths for every person and every society and culture to induce suicidal thoughts if the person doesn't comply with the dictates of the new world order.

There are two different aspects of step two. The first is the "space show." Where does the space show come from? The space show, the holographic images will be used in a simulation of the ending during which all nations will be shown scenes which will be the fulfillment of that which they desire to verify the prophecies and adversary events. These will be projected from satellites onto the sodium layer about 60 miles above the earth. We see tests every once in a while, but they are called UFOs and "flying saucers." The result of these deliberately staged events will be to show the world the new "Christ," the new messiah, Maitreya, for the immediate implementation of the new world religion. Enough truth will be foisted upon an unsuspecting world to hook them into the lie. "Even the most learned will be deceived." The project has perfected the ability for some device to lift up an enormous number of people, as in a rapture, and whisk the entire group into a never-never land. We see tests of this device in the abduction of humans by those mysterious little alien greys. who snatch people out of their beds and through windows into waiting "mother ships."

The calculated resistance to the universal religion and the new messiah and the ensuing holy wars will result in the loss of human life on a scale never imagine before in all of human history. The Blue Beam Project will pretend to be the universal fulfillment of the prophecies of old, as major an event as that which occurred 2,000 years ago. In principle, it will make use of the skies as a movie screen (on the sodium layer at about 60 miles) as space-based laser-generating satellites project simultaneous images to the four corners of the planet in every language and dialect according to the region. It deals with the religious aspect of the new world order and is deception and seduction on a massive scale. Computers will coordinate the satellites and software already in place will run the sky show.

Holographic images are based on nearly identical signals combining to produce an image or hologram with deep perspective which is equally applicable to acoustic ELF, VLF and LF waves and optical phenomena. Specifically, the show will consist of multiple holographic images to different parts of the world, each receiving a different image according to the specific national, regional religion. Not a single area will be excluded. With computer animation and sounds appearing to emanate from the very depths of space, astonished ardent followers of the various creeds will witness their own returned messiahs in convincing lifelike reality. Then the projections of Jesus, Mohammad, Buddha, Krishna, etc., will merge into one after correct explanations of the mysteries and revelations will have been disclosed. This one god will, in fact, be the Antichrist, who will explain that the various scriptures have been misunderstood and misinterpreted, and that the religions of old are responsible for turning brother against brother, and nation against nation, therefore old religions must be abolished to make way for the new age new world religion, representing the one god Antichrist they see before them.


Naturally, this superbly staged falsification will result in dissolved social and religious disorder on a grand scale, each nation blaming the other for the deception, setting loose millions of programmed religious fanatics through demonic possession on a scale never witnessed before.


In addition, this event will occur at a time of profound worldwide political anarchy and general tumult created by some worldwide catastrophe. The United Nation even now plans to use Beethoven's "Song of Joy" as the anthem for the introduction for the new age one world religion. If we put this space show in parallel with the star wars program we get this: combination of electromagnetic radiation and hypnosis have also been the subject of intensive research. Humans tampering with the atmosphere may be causing extreme weather patterns, experts believe. They believe that the debate on climate change has ignored the role of environmental manipulation projects.

Artificial manipulation of the climate is nothing new. During the Vietnam war, the US military used cloud seeding techniques to cause torrential rain and disrupt enemy supply lines.

Last month, Chinese media reported that the Communist party was preparing 'rain-prevention techniques' to be used on the opening and closing ceremonies of the Beijing Olympics this year.

But some experts believe that new technology can enable governments to manipulate climate patterns globally for military use.

Extreme weather patterns in recent years, such as record numbers of hurricanes, floods and droughts across the world, may have been the result of such technology being tested, they claim.

Without concrete evidence to support them, such claims to many remain little more than a hot topic for conspiracy theorists. But there are things about the various atmospheric research projects run by the US military that that do not stack up.

The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska, an array of transmitters pointed toward the sky, is claimed to be a scientific endeavour for studying the properties and behaviour of the upper atmosphere (ionosphere).

It consists of an 'Ionospheric Research Instrument', which fires a beam of energy at the upper atmosphere, and a series of other antenna for monitoring changes.

But to many the project resembles a 'death ray' with all the hallmarks of a James Bond film. Canadian economist and policy adviser Dr Michel Chossudovsky calls it a "weapon of mass destruction".

The project is funded by the U.S. airforce and navy, and on its website claims that a key purpose is to "enhance communications and surveillance systems for both civilian and defence purposes"

The idea is to magnify communications signals so they can be received by receivers on submarines and underground bunkers.

But, according to some, the facility also possesses the capability to knock out communications in a wide area of the world, by making modifications to the ionosphere.

If the facility has been used for this purpose it is doubtful that we would ever find out. In 1977 the U.S. was signatory to an international convention which banned "military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects".

It defined "environmental modification techniques" as "any technique for changing – through the deliberate manipulation of natural processes—the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space".

However, according to Dr Choussudovsky, the scientific establishment has since been mute on the possibility that unusual weather patterns may have arisen from artificial manipulation.

"This is one of the most powerful weapons in the world but no-one mentions it at the policy level. This has potentially devastating consequences for the environment, yet no one dares to raise it when they meet on the global climate agenda.

"This is a weapon of mass destruction in the truest sense of the word. It could be used to interfere with the climate in a wide area without anyone knowing anything about it."

According to radiation expert Dr Rosalie Bertell, HAARP has the facility for disrupting weather patterns.

She said: "I believe that this is an attempt to influence the course of the Vapor Rivers [streams of vapour carried in the lower atmosphere], five each in the northern and southern hemisphere, which bring rain from the tropics into the temperate zones.

"The course of these rivers, when changed, can cause drought or flooding. It is also likely that the HAARP manipulations of the ionosphere can influence the shape of the jet streams, which in turn have effects on temperature and local weather patterns."

Her research is corroborated by Nick Begich, an author and associate of Dr Bernard Eastlund, one of the figures behind the creation of HAARP.

According to Dr Choussudovsky, he owned a patent (US No: 4,686,605) entitled "Method and Apparatus for Altering a Region in the Earth's Atmosphere, Ionosphere and/or Magnetosphere", under a contract with Atlantic Ritchfield Corporation (ARCO), whose subsidiary Advanced Power Technologies Inc (APTI), completed the first stage of the HAARP project.

The Epoch Times was unable to officially verify the ownership of the patent.

There has however been little official indication that HAARP is to be used for military purposes. Conspiracy theorists point to an extract from the Air University of the US Air Force, AF 2025 Final Report—a fanciful document of future technologies—as evidence.

It reads: "U.S. aerospace forces [will] 'own the weather' by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications ... From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary."

However it is doubtful that the document, readily available online, carries any official indication of current policy.

Background on the HAARP project

Military interest in space became intense during and after World War II because of the introduction of rocket science, the companion to nuclear technology. The early versions include the buzz bomb and guided missiles. They were thought of as potential carriers of both nuclear and conventional bombs.

Rocket technology and nuclear weapon technology developed simultaneously between 1945 and 1963. During this time of intensive atmospheric nuclear testing, explosions at various levels above and below the surface of the earth were tried. Some of the now familiar descriptions of the earth's protective atmosphere, such as the existence of the Van Allen belts, were based on information gained through stratospheric and ionospheric experimentation.

The earth's atmosphere consists of the troposphere, from sea level to about 16 km above the earth's surface; the stratosphere (which contains the ozone level) which extends from about the 16 to 48 km above the earth; and the ionosphere which extends from 48 km to over 50,000 km above the surface of the earth.

The earth's protective atmosphere or "skin" extends beyond 3,200 km above sea level to the large magnetic fields, called the Van Allen Belts, which can capture the charged particles sprayed through the cosmos by the solar and galactic winds. These belts were discovered in 1958 during the first weeks of the operation of America's first satellite, Explorer I. They appear to contain charged particles trapped in the earth's gravity and magnetic fields. Primary galactic cosmic rays enter the solar system from interstellar space, and are made up of protons with energies above 100 MeV, extending up to astronomically high energies. They make up about 10% of the high energy rays. Solar rays are generally of lower energy, below 20 MeV (which is still high energy in earth terms). These high energy particles are affected by the earth's magnetic field and by geomagnetic latitude (distance above or below the geomagnetic equator). The flux density of low energy protons at the top of the atmosphere is normally greater at the poles than at the equator. The density also varies with solar activity, a minimum when solar flares are at a maximum.

The Van Allen belts capture charged particles (protons, electrons and alpha particles) and these spiral along the magnetic force lines toward the polar regions where the force lines converge. They are reflected back and forth between the magnetic force lines near the poles. The lower Van Allen Belt is about 7700 km above the earth's surface, and the outer Van Allen Belt is about 51,500 km above the surface. According to the Encyclopaedia Britannica, the Van Allen belts are most intense along the equator, and effectively absent over the poles. They dip to 400 km over the South Atlantic Ocean, and are about 1,000 km high over the Central Pacific Ocean. In the lower Van Allen Belt, the proton intensity is about 20,000 particles with energy above 30 MeV per second per square centimeter. Electrons reach a maximum energy of 1 MeV, and their intensity has a maximum of 100 million per second per square centimeter. In the outer Belt, proton energy averages only 1 MeV. For comparison, most charged particles discharged in a nuclear explosion are range between 0.3 and 3 MeV, while diagnostic medical X-ray has peak voltage around 0.5 MeV.
Project Argus (1958)

Between August and September 1958, the US Navy exploded three fission type nuclear bombs 480 km above the South Atlantic Ocean, in the part of the lower Van Allen Belt closest to the earth's surface. In addition, two hydrogen bombs were detonated 160 km over Johnston Island in the Pacific. This was called, by the military, "the biggest scientific experiment ever undertaken". It was designed by the US Department of Defense and the US Atomic Energy Commission, under the code name Project Argus. The purpose appears to be to assess the impact of high altitude nuclear explosions on radio transmission and radar operations because of the electro-magnetic pulse (EMP), and to increase understanding of the geomagnetic field and the behavior of the charged particles in it.

This gigantic experiment created new (inner) magnetic radiation belts encompassing almost the whole earth, and injected sufficient electrons and other energetic particles into the ionosphere to cause world wide effects. The electrons travelled back and forth along magnetic force lines, causing an artificial "aurora" when striking the atmosphere near the North Pole.

US Military planed to create a "telecommunications shield" in the ionosphere, reported in 13-20 August 1961, Keesings Historisch Archief (K.H.A.). This shield would be created "in the ionosphere at 3,000 km height, by bringing into orbit 350,000 million copper needles, each 2-4 cm long (total weight 16 kg), forming a belt 10 km thick and 40 km wide, the needles spaced about 100 m apart." This was designed to replace the ionosphere "because telecommunications are impaired by magnetic storms and solar flares". The US planned to add to the number of copper needles if the experiment proved to be successful. This plan was strongly opposed by the International Union of Astronomers.
Project Starfish (1962)

On 9 July 1962, the US began a further series of experiments with the ionosphere. From their description: "one kiloton device, at a height of 60 km and one megaton and one multi-megaton, at several hundred kilometers height" (K.H.A., 29 June 1962). These tests seriously disturbed the lower Van Allen Belt, substantially altering its shape and intensity. "In this experiment the inner Van Allen Belt will be practically destroyed for a period of time; particles from the Belt will be transported to the atmosphere. It is anticipated that the earth's magnetic field will be disturbed over long distances for several hours, preventing radio communication. The explosion in the inner radiation belt will create an artificial dome of polar light that will be visible from Los Angeles."(K.H.A. 11 May 1962). A Fijian Sailor, present at this nuclear explosion told me that the whole sky was on fire and he thought it would be the end of the world. This was the experiment which called forth the strong protest of the Queen's Astronomer, Sir Martin Ryle in the UK.

"The ionosphere (according to the understanding at that time) that part of the atmosphere between 65 and 80 km and 280-320 km height, will be disrupted by mechanical forces caused by the pressure wave following the explosion. At the same time, large quantities of ionizing radiation will be released, further ionizing the gaseous components of the atmosphere at this height. This ionization effect is strengthened by the radiation from the fission products. . . . The lower Van Allen Belt, consisting of charged particles that move along the geomagnetic field lines . . . will similarly be disrupted. As a result of the explosion, this field will be locally destroyed, while countless new electrons will be introduced into the lower belt." (K.H.A. 11 May 1962)

"On 19 July . . . NASA announced that as a consequence of the high altitude nuclear test of July 9, a new radiation belt had been formed, stretching from a height of about 400 km to 1600 km; it can be seen as a temporary extension of the lower Van Allen Belt." (K.H.A. 5 August 1962)

As explained in the Encyclopaedia Britannica: "Starfish made a much wider belt (than Project Argus) that extends from low altitude out past L=3 (i.e. three earth radiuses or about 13,000 km above the surface of the earth)" Later in 1962, the USSR undertook similar planetary experiments, creating three new radiation belts between 7,000 and 13,000 km above the earth. According to the Encyclopaedia, the electron fluxes in the lower Van Allen Belt have changed markedly since the 1962 high-altitude nuclear explosions by the US and USSR, never returning to their former state. According to American scientists, it could take many hundreds of years for the Van Allen Belts to restabilize at their normal levels.

SPS: Solar Power Satellite Project (1968)

In 1968 the US military proposed Solar Powered Satellites in geostationary orbit some 40,000 km above the earth, which would intercept solar radiation using solar cells on satellites and transmit it via a microwave beam to receiving antennas, called rectennas, on earth. The US Congress mandated the Department of Energy and NASA to prepare an Environmental Impact Assessment on this project, to be completed by June 1980, and costing $25 Million. This project was designed to construct 60 Solar Powered Satellites over a thirty year period at a cost between $500 and $800 thousand million (in 1968 dollars), providing 10% of the US energy needs in the year 2025 at a cost of $3000 per kW. At that time, the project cost was two to three times larger than the whole Department of Energy budget, and the projected cost of the electricity was well above the cost of most conventional energy sources. The rectenna sites on earth were expected to take up to 145 square kilometers of land, and would preclude habitation by any humans, animals or even vegetation. Each Satellite was to be the size of Manhattan Island.
Saturn V Rocket (1975)

Due to a malfunction, the Saturn V Rocket burned unusually high in the atmosphere, above 300 km. This burn produced "a large ionospheric hole" (Mendillo, M. Et al., Science 187,343, 1975). The disturbance reduced the total electron content more than 60% over an area 1,000 km in radius, and lasted for several hours. It prevented all telecommunications over a large area of the Atlantic Ocean. The phenomenon was apparently caused by a reaction between the exhaust gases and ionospheric oxygen ions. The reaction emitted a 6300 A airglow. Between 1975 and 1981 NASA and the US Military began to design ways to test this new phenomena through deliberate experimentation with the ionosphere.
SPS Military Implications (1978)

Early review of the Solar Powered Satellite Project began in around 1978, and I was on the review panel. Although this was proposed as an energy program, it had significant military implications. One of the most significant, first pointed out by Michael J. Ozeroff, was the possibility of developing a satellite borne beam weapon for anti-ballistic missile (ABM) use. The satellites were to be in geosynchronous orbits, each providing an excellent vantage point from which an entire hemisphere can be surveyed continuously. It was speculated that a high energy laser beam could function as a thermal weapon to disable or destroy enemy missiles. There was some discussion of electron weapon beams, through the use of a laser beam to preheat a path for the following electron beam.

The SPS was also described as a psychological and anti-personnel weapon, which could be directed toward an enemy. If the main microwave beam was redirected away from its rectenna, toward enemy personnel, it could use an infrared radiation wavelength (invisible) as an anti-personnel weapon. It might also be possible to transmit high enough energy to ignite combustible materials. Laser beam power relays could be made from the SPS satellite to other satellites or platforms, for example aircraft, for military purposes. One application might be a laser powered turbofan engine which would receive the laser beam directly in its combustion chamber, producing the required high temperature gas for its cruising operation. This would allow unlimited on-station cruise time. As a psychological weapon, the SPS was capable of causing general panic.

The SPS would be able to transmit power to remote military operations anywhere needed on earth. The manned platform of the SPS would provide surveillance and early warning capability, and ELF linkage to submarines. It would also provide the capability of jamming enemy communications. The potential for jamming and creating communications is significant. The SPS was also capable of causing physical changes in the ionosphere.

President Carter approved the SPS Project and gave it a go-ahead, in spite of the reservation which many reviewers, myself included, expressed. Fortunately, it was so expensive, exceeding the entire Department of Energy budget, that funding was denied by the Congress. I approached the United Nations Committee on Disarmament on this project, but was told that as long as the program was called Solar Energy by the United States, it could not be considered a weapons project. The same project resurfaced in the US under President Reagan, moved to the much larger budget of the Department of Defense, and called Star Wars. Since this is more recent history, I will not discuss the debate which raged over this phase of the plan.

By 1978, it was apparent to the US Military that communications in a nuclear hostile environment would not be possible using traditional methods of radio and television technology (Jane's Military Communications 1978). By 1982, GTE Sylvania (Needham Heights, Massachusetts), had developed a command control electronic sub-system for the US Air Force's Ground Launch Cruise Missiles (GLCM) that would enable military commanders to monitor and control the missile prior to launch both in hostile and non-hostile environments. The system contains six radio subsystems, created with visible light using a dark beam (not visible), resistant to the disruptions experienced by radio and television. Dark beams contribute to the formation of energetic plasma in the atmosphere. This plasma can become visible as smog or fog. Some has a different charge than the sun's energy, and accumulates in places where the sun's energy is absent, like the polar regions in the winter. When the polar spring occurs, the sun appears and repels this plasma, contributing to holes in the ozone layer. This military system is called: Ground Wave Emergency Network (GWEN). (See The SECOM II Communication System, by Wayne Olsen, SAND 78-0391, Sandia Laboratories, Albuquerque, New Mexico, April 1978). This innovative emergency radio system was apparently never implemented in Europe, and exists only in North America.
Orbit Maneuvering System (1981)

Part of the plan to build the SPS space platforms was the demand for reusable space shuttles, since they could not afford to keep discarding rockets. The NASA Spacelab 3 Mission of the Space Shuttle made, in 1981, "a series of passes over a network of five ground based observatories" in order to study what happened to the ionosphere when the Shuttle injected gases into it from the Orbit Maneuvering System (OMS). They discovered that they could "induce ionospheric holes", and began to experiment with holes made in the day time, or at night over Millstone, Connecticut, and Arecibo, Puerto Rico. They experimented with the effects of "artificially induced ionospheric depletions on very low frequency wave lengths, on equatorial plasma instabilities, and on low frequency radio astronomical observations over Roberval, Quebec, Kwajelein, in the Marshall Islands and Hobart, Tasmania. (Advanced Space Research, Vol.8, No. 1, 1988)
Innovative Shuttle Experiments (1985)

An innovative use of the Space Shuttle to perform space physics experiments in earth orbit was launched, using the OMS injections of gases to "cause a sudden depletion in the local plasma concentration, the creation of a so-called ionospheric hole". This artificially induced plasma depletion can then be used to investigate other space phenomena, such as the growth of the plasma instabilities or the modification of radio propagation paths. The 47 second OMS burn of July 29,1985, produced the largest and most long-lived ionospheric hole to date, dumping some 830 kg of exhaust into the ionosphere at sunset. A 6 second, 68 km OMS release above Connecticut in August 1985, produced an airglow which covered over 400,000 square km.

During the 1980's rocket launches globally numbered about 500 to 600 a year, peaking at 1500 in 1989. There were many more during the Gulf War. The Shuttle is the largest of the solid fuel rockets, with twin 45 meter boosters. All solid fuel rockets release large amounts of hydrochloric acid in their exhaust, each Shuttle flight injecting about 75 tonnes of ozone destroying chlorine into the stratosphere. Those launched since 1992 inject even more ozone destroying chlorine, about 187 tonnes, into the stratosphere (which contains the ozone layer).
Mighty Oaks (1986)

In April 1986, just before the Chernobyl disaster, the US had a failed hydrogen test at the Nevada Test Site called Mighty Oaks. This test, conducted far underground, consisted of a hydrogen bomb explosion in one chamber, with a leaded steel door to the chamber, two meters thick, closing within milliseconds of the blast. The door was to allow only the first radioactive beam to escape into the "control room" in which expensive instrumentation was located. The radiation was to be captured as a weapon beam. The door failed to close as quickly as planned, causing the radioactive gases and debris to fill the control room, destroying millions of dollars worth of equipment. The experiment was part of a program to develop X-ray and particle beam weapons. The radioactive releases from Mighty Oaks were vented, under a "licensed venting", and were likely responsible for many of the North American nuclear fallout reports in May 1986, which were attributed to the Chernobyl disaster.
Desert Storm (1991)

According to Defense News, April 13 - 19, 1992, the US deployed an electromagnetic pulse weapon (EMP) in Desert Storm, designed to mimic the flash of electricity from a nuclear bomb. The Sandia National Laboratory had built a 23,000 square metre laboratory on the Kirkland Air Force Base, 1989, to house the Hermes III electron beam generator capable of producing 20 Trillion Watt pulses lasting 20 billionths to 25 billionths of a second. This X-ray simulator is called a Particle Beam Fusion Accelerator. A stream of electrons hitting a metal plate can produce a pulsed X-ray or gamma ray. Hermes II had produced electron beams since 1974. These devises were apparently tested during the Gulf War, although detailed information on them is sparse.
High Frequency Active Auroral Research Program HAARP (1993)

The HAARP Program is jointly managed by the US Air Force and the US Navy, and is based in Gakona, Alaska. It is designed to "understand, simulate and control ionospheric processes that might alter the performance of communication and surveillance systems". The HAARP system intends to beam 3.6 Gigawatts of effective radiated power of high frequency radio energy into the ionosphere in order to:

* generate extremely low frequency (ELF) waves for communicating with submerged submarines,

* conduct geophysical probes to identify and characterize natural ionospheric processes so that techniques can be developed to mitigate or control them,

* generate ionospheric lenses to focus large amounts of high frequency (HF) energy, thus providing a means of triggering ionospheric processes that potentially could be exploited for Department of Defense purposes,

* electron acceleration for infrared (IR) and other optical emissions which could be used to control radio wave propagation properties,

* generate geomagnetic field aligned ionization to control the reflection\scattering properties of radio waves,

* use oblique heating to produce effects on radio wave propagation, thus broadening the potential military applications of ionospheric enhancement technology.

Poker Flat Rocket Launch (1968 to Present)

The Poker Flat Research Range is located about 50 km North of Fairbanks, Alaska, and it was established in 1968. It is operated by the Geophysical Institute with the University of Alaska Fairbanks, under NASA contract. About 250 major rocket launches have taken place from this site, and in 1994, a 16 meter long rocket was launched to help NASA "understand chemical reactions in the atmosphere associated with global climate change". Similar experiments, but using Chemical Release Modules (CRM) have been launched from Churchill, Manitoba. In 1980, Brian Whelan's "Project Waterhole", disrupted an aurora borealis, bringing it to a temporary halt. In February 1983, the chemical released into the ionosphere caused an aurora borealis over Churchill. In March 1989, two Black Brant X's and two Nike Orion rockets were launched over Canada, releasing barium at high altitudes and creating artificial clouds. These Churchill artificial clouds were observed from as far away as Los Alamos, New Mexico.

The US Navy has also been carrying on High Power Auroral Stimulation (HIPAS) research in Alaska. Through a series of wires and a 15 meter antenna, they have beamed high intensity signals into the upper atmosphere, generating a controlled disturbance in the ionosphere. As early as 1992, the Navy talked of creating 10 kilometer long antennas in the sky to generate extremely low frequency (ELF) waves needed for communicating with submarines.

Another purpose of these experiments is to study the Aurora Borealis, called by some an outdoor plasma lab for studying the principles of fusion. Shuttle flights are now able to generate auroras with an electron beam. On November 10, 1991, and aurora borealis appeared in the Texas sky for the first time ever recorded, and it was seen by people as far away as Ohio and Utah, Nebraska and Missouri. The sky was "Christmas colors", and various scientists were quick to blame it on solar activity. However, when pressed most would admit that the ionosphere must have been weakened at the time, so that the electrically charged particle hitting the earth's atmosphere created the highly visible light called airglow. These charged particles are normally pulled northwards by the earths magnetic forces, to the magnetic north pole. The Northern Lights, as the aurora borealis is called, normally occurs in the vortex at the pole where the energetic particles, directed by the magnetic force lines, are directed.
Conclusions

It would be rash to assume that HAARP is an isolated experiment which would not be expanded. It is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere.

It would be rash not to associate HAARP with the space laboratory construction which is separately being planned by the United States. HAARP is an integral part of a long history of space research and development of a deliberate military nature.

The military implications of combining these projects is alarming.

Basic to this project is control of communications, both disruption and reliability in hostile environments. The power wielded by such control is obvious.

The ability of the HAARP / Spacelab/ rocket combination to deliver a very large amount of energy, comparable to a nuclear bomb, anywhere on earth via laser and particle beams, are frightening.

The project is likely to be "sold" to the public as a space shield against incoming weapons, or , for the more gullible, a devise for repairing the ozone layer.

POCATELLO - To the rest of the country, Scott Stevens is the Idaho weatherman who blames the Japanese Mafia for Hurricane Katrina. To folks in Pocatello, he's the face of the weather at KPVI News Channel 6.

The Pocatello native made his final Channel 6 forecast Thursday night, leaving a job he's held for nine years in order to pursue his weather theories on a full-time basis.

It costs him hundreds of dollars each month to run his Web site, weatherwars.info, but he said that's a price he's willing to pay.

"There's a chess game going on in the sky," Stevens said. "It affects each and every one of us. It is the one common thread that binds us all together."

Although the theories espoused by Stevens - scalar weapons, global dimming - are definitely on the scientific fringe today, there are thousands of Web sites that mention such phenomena.

"The Soviets boasted of their geoengineering capabilities; these impressive accomplishments must be taken at face value simply because we are observing weather events that simply have never occurred before, never!" Stevens wrote on his Web site. "The evidence of these weapons at work found within the clouds overhead is simply unmistakable. These patterns and odd geometric shapes seen in our skies, each and every day, are clear and present evidence that our weather has been stolen from us, only to be used by those whose designs for humanity are rarely in alignment with that of the common man."

However, Stevens never discussed his weather theories on the air during his time at Channel 6 - an agreement he had with the station management. What the meteorologist chose to do in his off time was his business, said his manager of eight years.

Fouch said he would miss Stevens, whom he described as energetic, easy-going and enthusiastic about the weather, but he is supportive of his decision to pursue his passion.

"His theories are his theories," Fouch said. "But, if you think about it - of all the TV weather people, he continues to be the most accurate. It isn't his theories getting involved with his professional job."

IDAHO FALLS, Idaho (AP) — An Idaho weatherman says Japan's Yakuza mafia used a Russian-made electromagnetic generator to cause Hurricane Katrina in a bid to avenge itself for the Hiroshima atom bomb attack — and that this technology will soon be wielded again to hit another U.S. city.

Meteorologist Scott Stevens, a nine-year veteran of KPVI-TV in Pocatello, said he was struggling to forecast weather patterns starting in 1998 when he discovered the theory on the Internet. It's now detailed on Stevens' website, www.weatherwars.info, the Idaho Falls Post Register reported.

Stevens, who is among several people to offer alternative and generally discounted theories for the storm that flooded New Orleans, says a little-known oversight in physical laws makes it possible to create and control storms — especially if you're armed with the Cold War-era weapon said to have been made by the Russians in 1976. Stevens became convinced of the existence of the Russian device when he observed an unusual Montana cold front in 2004.

"I just got sick to my stomach because these clouds were unnatural and that meant they had (the machine) on all the time," Stevens said. "I was left trying to forecast the intent of some organization rather than the weather of this planet."

To date, there have been eleven other patents derived from Eastlund's original work. These patents describe the reflective alterations of the ionosphere for such uses as "nuclear scale explosions without radiation," "power-beaming systems," "over-the-horizon radar systems," and "nuclear missile detection and destruction systems." Further, the patents are now owned by Raytheon, a long-standing defense contractor, and can now be combined with other military patents and used for battlefield applications.

Eastlund's original research recognized the military uses for his discoveries. A review of his patent applications shows how this technology can be used:

"...ability to put unprecedented amounts of power in Earth's atmosphere at strategic locations and to maintain the power injection level particularly if random pulsing is employed, in a manner far more precise and better controlled than heretofore accomplished by the prior art, particularly by detonation of nuclear devices of various yields at various altitudes..."

"...It is possible not only to interfere with third party communications but to take advantage of one or more such beams to carry out a communications network even though the rest of the world's communications are disrupted. Put in another way, what is used to disrupt another's communications can be employed by one knowledgeable of this invention as a communication network at the same time..."

"...large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction."

In the future, Dr. Eastlund's technologies will change our planet. Electrical energy will be available everywhere, without the need for transmission lines. Disasters from severe thunderstorms and tornadoes will be minimized, climates will be made milder, and food production will be enhanced by illuminated skies and ample rainfall. Global communication will be inexpensive. Critical ozone will be replenished. And, most importantly, nuclear weapons will have been made obsolete by the abilities to detect and destroy enemy installations. Terrorism will also be made much more difficult. In short, Eastlund's discoveries provide inexpensive energy and an end to draught and hunger-- the major causes of human violence.

But these humane applications are still in the future. Eastlund's patents remain under the control of the military industrial complex. We are more likely to see an instantaneous "death ray," or mass "mind control" mechanisms, before Eastlund's discoveries make the planet a better place to live.

In the US, the technology is being perfected under the High-frequency Active Aural Research Program (HAARP) as part of the ("Star Wars") Strategic Defence Initiative (SDI). Recent scientific evidence suggests that HAARP is fully operational and has the ability of potentially triggering floods, droughts, hurricanes and earthquakes. From a military standpoint, HAARP is a weapon of mass destruction. Potentially, it constitutes an instrument of conquest capable of selectively destabilising agricultural and ecological systems of entire regions.

HAARP Boils the Upper Atmosphere

HAARP will zap the upper atmosphere with a focused and steerable electromagnetic beam. It is an advanced model of an "ionospheric heater." (The ionosphere is the electrically-charged sphere surrounding Earth's upper atmosphere. It ranges between 40 to 60 miles above the surface of the Earth.)

Put simply, the apparatus for HAARP is a reversal of a radio telescope; antenna send out signals instead of receiving. HAARP is the test run for a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead.

The patents described below were the package of ideas which were originally controlled by ARCO Power Technologies Incorporated (APTI), a subsidiary of Atlantic Richfield Company, one of the biggest oil companies in the world. APTI was the contractor that built the HAARP facility. ARCO sold this subsidiary, the patents and the second phase construction contract to E-Systems in June 1994.

E-Systems is one of the biggest intelligence contractors in the world -- doing work for the CIA, defense intelligence organizations and others. $1.8 billion of their annual sales are to these organizations, with $800 million for black projects -- projects so secret that even the United States Congress isn't told how the money is being spent.
E-Systems was bought out by Raytheon, which is one of the largest defense contractors in the world. In 1994 Raytheon was listed as number forty-two on the Fortune 500 list of companies. Raytheon has thousands of patents, some of which will be valuable in the HAARP project. The twelve patents below are the backbone of the HAARP project, and are now buried among the thousands of others held in the name of Raytheon. Bernard J. Eastlund's U.S. Patent # 4,686,605, "Method and Apparatus for Altering a Region in the Earth's Atmosphere, Ionosphere; and/or Magnetosphere," was sealed for a year under a government Secrecy Order.

The Eastlund ionospheric heater was different; the radio frequency (RF) radiation was concentrated and focused to a point in the ionosphere. This difference throws an unprecedented amount of energy into the ionosphere. The Eastlund device would allow a concentration of one watt per cubic centimeter, compared to others only able to deliver about one millionth of one watt.

This huge difference could lift and change the ionosphere in the ways necessary to create futuristic effects described in the patent. According to the patent, the work of Nikola Tesla in the early 1900's formed the basis of the research.

What would this technology be worth to ARCO, the owner of the patents? They could make enormous profits by beaming electrical power from a powerhouse in the gas fields to the consumer without wires.

For a time, HAARP researchers could not prove that this was one of the intended uses for HAARP. In April, 1995, however, Begich found other patents, connected with a "key personnel" list for APTI. Some of these new APTI patents were indeed a wireless system for sending electrical power. Eastlund's patent said the technology can confuse or completely disrupt airplanes' and missiles' sophisticated guidance systems. Further, this ability to spray large areas of Earth with electromagnetic waves of varying frequencies, and to control changes in those waves, makes it possible to knock out communications on land or sea as well as in the air.

Begich found eleven other APTI Patents. They told how to make "Nuclear-sized Explosions without Radiation," Power-beaming systems, over-the-horizon radar, detection systems for missiles carrying nuclear warheads, electromagnetic pulses previously produced by thermonuclear weapons and other Star-Wars tricks. This cluster of patents underlay the HAARP weapon system.

Related research by Begich and Manning uncovered bizarre schemes. For example, Air Force documents revealed that a system had been developed for manipulating and disturbing human mental processes through pulsed radio-frequency radiation (the stuff of HAARP) over large geographical areas. The most telling material about this technology came from writings of Zbigniew Brzezinski (former National Security Advisory to U.S. President Carter) and J.F. MacDonald (science advisor to U.S. President Johnson and a professor of Geophysics at UCLA), as they wrote about use of power-beaming transmitters for geophysical and environmental warfare. The documents showed how these effects might be caused, and the negative effects on human heath and thinking.

The mental-disruption possibilities for HAARP are the most disturbing. More than 40 pages of the book, with dozens of footnotes, chronicle the work of Harvard professors, military planners and scientists as they plan and test this use of the electromagnetic technology. For example, one of the papers describing this use was from the International Red Cross in Geneva. It even gave the frequency ranges where these effects could occur -- the same ranges which HAARP is capable of broadcasting.

In another document prepared by the government, the U.S. Air Force claims: "The potential applications of artificial electromagnetic fields are wide-ranging and can be used in many military or quasi-military situations... Some of these potential uses include dealing with terrorist groups, crowd control, controlling breaches of security at military installations, and antipersonnel techniques in tactical warfare. In all of these cases the EM (electromagnetic) systems would be used to produce mild to severe physiological disruption or perceptual distortion or disorientation. In addition, the ability of individuals to function could be degraded to such a point that they would be combat ineffective. Another advantage of electromagnetic systems is that they can provide coverage over large areas with a single system. They are silent and countermeasures to them may be difficult to develop... One last area where electromagnetic radiation may prove of some value is in enhancing abilities of individuals for anomalous phenomena."

The United States Congressional record deals with the use of HAARP for penetrating the earth with signals bounced off of the ionosphere. These signals are used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. The U.S. Senate set aside $15 million dollars in 1996 to develop this ability alone -- earth-penetrating-tomography. The problem is that the frequency needed for earth-penetrating radiation is within the frequency range most cited for disruption of human mental functions. It may also have profound effects on migration patterns of fish and wild animals which rely on an undisturbed energy field to find their routes.

As if electromagnetic pulses in the sky and mental disruption were not enough, T. Eastlund bragged that the super-powerful ionospheric heater could control weather.

Begich and Manning brought to light government documents indicating that the military has weather-control technology. When HAARP is eventually built to its full power level, it could create weather effects over entire hemispheres. If one government experiments with the world's weather patterns, what is done in one place will impact everyone else on the planet. Unfortunately, the situation with the bees is a page out of the playbook that we deal with all the time with the mobile phone industry. When the bee story first broke, it was based on a German study that showed information carrying radio waves disrupted the ability of bees to make it back to their hives. That work was made public about two months ago. There were other data to support it as well. You can see some of that on our SWI website -- note especially an exceptionally insightful article by Milt Bowling posted there.

The news media ran with the story, bolstered a great deal by a quote attributed to Albert Einstein something along these lines: 'watch the bees. when they disappear, man will disappear within four years'......The mobile phone industry was caught off-guard by the widespread media attention the story garnered.

After the first news cycle, the mobile phone industry 'hit squad' went into action. First, they planted stories that cast doubt on the Einstein quote. Never before have I seen such a desperate attempt to distance a quote from a figure as revered as Albert Einstein. In the process, his name was besmirched. Very sad.

Background of the HAARP Project

It would be rash to assume that HAARP is an isolated experiment which would not be expanded. It is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere.

It would be rash not to associate HAARP with the space laboratory construction which is separately being planned by the United States. HAARP is an integral part of a long history of space research and development of a deliberate military nature.

The military implications of combining these projects is alarming.

Basic to this project is control of communications, both disruption and reliability in hostile environments. The power wielded by such control is obvious.

Just when you think you've heard all the possible far-out theories behind the High Frequency Active Auroral Research Program (HAARP) in Alaska, leave it to the Russians to come up with one better. Forget mind control, the Russians think HAARP is a "geophysical weapon" that's gonna capsize the planet. HAARP, just by way of a reminder for those who don't obssessively follow its progress, is a military project that's supposed to study the ionosphere and "use it to enhance communications and surveillance systems for both civilian and defense purposes." In more recent years, the Pentagon has also expressed interest in using HAARP to mitigate the effects of high-altitude nuclear explosions. However, HAARP's use of an antenna array operating in the High Frequency (HF) range has also prompted tons and tons of other theories about its uses, ranging from weather control to altering human behavior.

Despite a vast body of scientific knowledge, the issue of deliberate climatic manipulations for military use has never been explicitly part of the UN agenda on climate change. Neither the official delegations nor the environmental action groups participating in the Hague Conference on Climate Change (CO6) (November 2000) have raised the broad issue of "weather warfare" or "environmental modification techniques (ENMOD)" as relevant to an understanding of climate change.

The clash between official negotiators, environmentalists and American business lobbies has centered on Washington's outright refusal to abide by commitments on carbon dioxide reduction targets under the 1997 Kyoto protocol. The impacts of military technologies on the World's climate are not an object of discussion or concern. Narrowly confined to greenhouse gases, the ongoing debate on climate change serves Washington's strategic and defense objectives.

"WEATHER WARFARE"

World renowned scientist Dr. Rosalie Bertell confirms that "US military scientists ... are working on weather systems as a potential weapon. The methods include the enhancing of storms and the diverting of vapor rivers in the Earth's atmosphere to produce targeted droughts or floods." Already in the 1970s, former National Security advisor Zbigniew Brzezinski had foreseen in his book "Between Two Ages" that:

"Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised... Techniques of weather modification could be employed to produce prolonged periods of drought or storm."

Marc Filterman, a former French military officer, outlines several types of "unconventional weapons" using radio frequencies. He refers to "weather war," indicating that the U. S. and the Soviet Union had already "mastered the know-how needed to unleash sudden climate changes (hurricanes, drought)

in the early 1980s." These technologies make it "possible to trigger atmospheric disturbances by using Extremely Low Frequency (ELF) radar [waves]."

A simulation study of future defense "scenarios" commissioned for the US Air Force calls for:

"US aerospace forces to 'own the weather' by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications... From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary... In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels.

HIGH-FREQUENCY ACTIVE AURAL RESEARCH PROGRAM (HAARP)

The High-Frequency Active Aural Research Program (HAARP) based in Gokoma Alaska --jointly managed by the US Air Force and the US Navy-- is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere". Scientist Dr. Nicholas Begich --actively involved in the public campaign against HAARP-- describes HAARP as:

"A super-powerful radiowave-beaming technology that lifts areas of the ionosphere [upper layer of the atmosphere] by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead." (6)

Dr. Rosalie Bertell depicts HAARP as "a gigantic heater that can cause major disruption in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet."

MISLEADING PUBLIC OPINION

HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes." Without explicitly referring to the HAARP program, a US Air Force study points to the use of "induced ionospheric modifications" as a means of altering weather patterns as well as disrupting enemy communications and radar.

According to Dr. Rosalie Bertell, HAARP is part of a integrated weapons' system, which has potentially devastating environmental consequences:

"It is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere. In addition to weather manipulation, HAARP has a number of related uses:

"HAARP could contribute to climate change by intensively bombarding the atmosphere with high-frequency rays... Returning low-frequency waves at high intensity could also affect people's brains, and effects on tectonic movements cannot be ruled out.

More generally, HAARP has the ability of modifying the World's electro-magnetic field. It is part of an arsenal of "electronic weapons" which US military researchers consider a "gentler and kinder warfare".

WEAPONS OF THE NEW WORLD ORDER

HAARP is part of the weapons arsenal of the New World Order under the Strategic Defense Initiative (SDI). From military command points in the US, entire national economies could potentially be destabilized through climatic manipulations. More importantly, the latter can be implemented without the knowledge of the enemy, at minimal cost and without engaging military personnel and equipment as in a conventional war.

The use of HAARP -- if it were to be applied -- could have potentially devastating impacts on the World's climate. Responding to US economic and strategic interests, it could be used to selectively modify climate in different parts of the World resulting in the destabilization of agricultural and ecological systems.

It is also worth noting that the US Department of Defense has allocated substantial resources to the development of intelligence and monitoring systems on weather changes. NASA and the Department of Defense's National Imagery and Mapping Agency (NIMA) are working on "imagery for studies of flooding, erosion, land-slide hazards, earthquakes, ecological zones, weather forecasts, and climate change" with data relayed from satellites.

POLICY INERTIA OF THE UNITED NATIONS

According to the Framework Convention on Climate Change (UNFCCC) signed at the 1992 Earth Summit in Rio de Janeiro:

"States have... in accordance with the Charter of the United Nations and the principles of international law, the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction."

It is also worth recalling that an international Convention ratified by the UN General Assembly in 1997 bans "military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects." Both the US and the Soviet Union were signatories to the Convention. The Convention defines "'environmental modification techniques' as referring to any technique for changing--through the deliberate manipulation of natural processes--the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere or of outer space."

Why then did the UN --disregarding the 1977 ENMOD Convention as well as its own charter-- decide to exclude from its agenda climatic changes resulting from military programs?

EUROPEAN PARLIAMENT ACKNOWLEDGES IMPACTS OF HAARP

In February 1998, responding to a report of Mrs. Maj Britt Theorin --Swedish MEP and longtime peace advocate--, the European Parliament's Committee on Foreign Affairs, Security and Defense Policy held public hearings in Brussels on the HAARP program. The Committee's "Motion for Resolution" submitted to the European Parliament:

"Considers HAARP... by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body...; the Committee regrets the repeated refusal of the United States Administration... to give evidence to the public hearing ... into the environmental and public risks of the HAARP program."

The Committee's request to draw up a "Green Paper" on "the environmental impacts of military activities", however, was casually dismissed on the

grounds that the European Commission lacks the required jurisdiction to delve into "the links between environment and defense". Brussels was anxious to avoid a showdown with Washington.

FULLY OPERATIONAL

While there is no concrete evidence of HAARP having been used, scientific findings suggest that it is at present fully operational. What this means is that HAARP could potentially be applied by the US military to selectively modify the climate of an "unfriendly nation" or "rogue state" with a view to destabilizing its national economy.

Agricultural systems in both developed and developing countries are already in crisis as a result of New World Order policies including market deregulation, commodity dumping, etc. Amply documented, IMF and World Bank "economic medicine" imposed on the Third World and the countries of the former Soviet block has largely contributed to the destabilization of domestic agriculture. In turn, the provisions of the World Trade Organization (WTO) have supported the interests of a handful of Western agri-biotech conglomerates in their quest to impose genetically modified (GMO) seeds on farmers throughout the World.

It is important to understand the linkage between the economic, strategic and military processes of the New World Order. In the above context, climatic manipulations under the HAARP program (whether accidental or deliberate) would inevitably exacerbate these changes by weakening national economies, destroying infrastructure and potentially triggering the bankruptcy of farmers over vast areas. Surely national governments and the United Nations should address the possible consequences of HAARP and other "non-lethal weapons" on climate change.

We have entered the operational phase of asymmetrical war against us, and - as Secretary of Defense Cohen confirmed in 1997 - the "terrorists" are using "electromagnetic" weapons to stimulate volcanoes into eruption, cause earthquakes, and control our climate and weather.

This hurricane already made a right angle turn West to move across the tip of Florida, and into the Gulf, where the warm Gulf waters will increase its intensity and the damage it does. Some 40% or so of U.S. oil comes from that Gulf, hence the strategic importance of the targeting. The most lucrative damage path would be through the oil rigs and platforms, and then hit shore centered on New Orleans. We'll just have to see if that is the path generated.

Another practice or demonstration "shot" seems to have been the very recent large sun eruption, apparently deliberately steered at Indonesia, which knocked out the entire electrical power system of Indonesia , leaving some 100 million persons without power. At this point there is something like a 70% probability that it was an artificial shot. It's a standard practice of our foes to do such a "dress rehearsal" shot to show that the major variables are under control, before assembling and unleashing the actual "shot on the real target - the United States".

THE huge mushroom cloud soared skywards, the captain was gripped by fear, believing his plane was about to be engulfed by the fall-out from a nuclear explosion. After declaring mayday and ordering his crew to don oxygen masks, the experienced pilot had the presence of mind to record that the cloud measured an estimated 200 miles in diameter and was tipped by an eerie light, like nothing he had seen before. Eventually, it soared harmlessly into the atmosphere, leaving the passenger jet to continue safely on its journey from Anchorage, in Alaska, to Tokyo.

But far below, a fleet of fishing boats trawling the sea between Japan and the Soviet Union was drenched by a violent but short-lived downpour before the weather suddenly cleared. Nuclear tests and volcanic activity were later ruled out but scientists concluded that this was not a natural phenomenon. More than two decades later suspicion still exists that the stunned airline crew and fishermen in 1973 were witnessing a sinister Cold War experiment, in which water from the Sea of Japan was blown into the air to create clouds and rain.

British government papers, just released by the National Archives, show that throughout the Seventies there was deep mistrust between the two superpowers over environmental warfare. The documents reveal that both the US, which led the field, and the Soviet Union had secret military programmes with the goal of controlling the world's climate. "By the year 2025 the United States will own the weather, " one scientist is said to have boasted.

Since then, a United Nations treaty has been signed which bans environmental warfare, such as causing earthquakes, melting the polar ice caps and altering climate. But some experts believe that clandestine work to create the ultimate weapon of mass destruction continues.

These claims are dismissed by sceptics as wild conspiracy theories and the stuff of James Bond movies but there is growing evidence that the boundaries between science fiction and fact are becoming increasingly blurred. The Americans now admit that they invested L12million over five years during the Vietnam war on "cloud seeding" - deliberately creating heavy rainfall to wash away enemy crops and destroy supply routes on the Ho Chi Minh trail, in an operation codenamed Project Popeye.

The official name of this type of a storm is a "Haboob" which is an Arabic word that is used to describe these storms in the Sahara Desert.

Scalar weather refers to the claimed ability to engineer weather by using "new" longitudinal electromagnetic (EM) waves to create geographic areas of heat and cold in the atmosphere or ocean at great distances.

Normal temperature changes initiate vast climactic effects such as drought, rain, hurricanes, tornados and other phenomenon. "Scalar weather wars" are charged with initiating such events, and lessening or worsening existing or naturally occurring events. Scalar weather can also allegedly manipulate the jet stream by introducing areas of high and low pressure. This can effectively push the jet stream north or south to steer a storm. Those who subscribe to scalar weather wars believe one recent storm enhanced and directed by this technology was hurricane Katrina, which struck the United States Gulf Coast in August 2005.

Scalar weather is one of the hottest conspiracy theories of the new century, though its roots go back several decades. One of its leading proponents, Lt. Col. Thomas Bearden (retired Army), claims that North America's weather has been internationally manipulated by weapons of scalar weather for the past five decades.

The "hybrid" longitudinal EM wave pairs purportedly produced for scalar weather control can be projected from any point on earth using beam transmitters. The wave pair, said to be electrogravitational, can purportedly be directed through the earth and oceans to transect at a particular geographic location, causing an interference or grid pattern. "Grid clouds" are said to be one of the telltale signs of artificial manipulation of weather. The force fields created in the intersecting zone can be manipulated to fill with radiating heat or cold.

Subscribers claim the point of scalar weather wars is to cause great economical damage to a nation, such as the United States, in order to create an eventual collapse through a series of widespread 'natural' disasters. Aside from weather, EM waves can also be used to cause earthquakes and volcanic eruptions. On his website, Bearden quotes the Secretary of Defense William Cohen at a 1997 Department of Defense (DOD) news briefing on terrorism:

In today's world we ask our self is the earth really heating up, or is it a cycle we are going through, or is there something else that could be causing this?
