Gary's website - good list of white papers on vaccine studies...

http://www.garynull.com/

A new study found that primates that received just ONE vaccination containing thimerosal, the mercury-preservative found in many vaccines including the new swine flu shot, had significant neurological impairment when compared with those who received a saline solution injection or no injection at all.

Although the paper is carefully worded and the results reported modestly, these findings are certain to receive intense scrutiny. The vast majority of American infants born during the 1990’s received a vaccine formulation similar to the one the thirteen vaccinated primates received.

Thimerosal-containing vaccines are still routinely administered to newborn infants in developing countries such as Brazil, and most influenza vaccines contain thimerosal and are routinely administered to pregnant women and infants.

The finding that early exposure to potentially toxic vaccine formulations can cause significant neurodevelopmental delays in primates has explosive implications for vaccine safety management.

But while Americans are still debating whether to roll up their sleeves for a swine flu shot, companies have already figured it out: vaccines are good for business.

Drug companies have sold $1.5 billion worth of swine flu shots, in addition to the $1 billion for seasonal flu they booked earlier this year. These inoculations are part of a much wider and rapidly growing $20 billion global vaccine market.

"The vaccine market is booming," says Bruce Carlson, spokesperson at market research firm Kalorama, which publishes an annual survey of the vaccine industry. "It's an enormous growth area for pharmaceuticals at a time when other areas are not doing so well," he says, noting that the pipeline for more traditional blockbuster drugs such as Lipitor and Nexium has thinned.

As always with pandemic flus, taxpayers are footing the $1.5 billion check for the 250 million swine flu vaccines that the government has ordered so far and will be distributing free to doctors, pharmacies and schools. In addition, Congress has set aside more than $10 billion this year to research flu viruses, monitor H1N1's progress and educate the public about prevention.

Drugmakers benefit most from the revenues from flu sales, with Sanofi-Pasteur, Glaxo Smith Kline and Novartis cornering most of the market.

But some say it's not just drugmakers who stand to benefit. Doctors collect copayments for special office visits to inject shots, and there have been assertions that these doctors actually profit handsomely from these vaccinations.

Excerpts from old article from 2006 -

Nonetheless, the Government has stockpiled two billion dollars worth of Tamiflu. This drug was developed a decade back by Gilead, of which Rumsfeld was the CEO, the company then transferring all marketing and sale rights to the Roche Company.

Earlier, the current Secretary of Defense successfully marketed aspartame, a suspected carcinogen, as "Nutrasweet," on which he earned some ten million. Before that, he exploited scare tactics on the swine flu, to the extent that President Ford ordered massive inoculations in 1976. When fifty people died from the drug, its administration was suspended, but not before Mr. Rumsfeld pocketed an estimated five million.

Much of the swine flu story and its dubious provenance has been documented by a Johns Hopkins medical professor, Arthur Silverstein, in his book Pure Politics and Impure Science, subtitled The Swine Flu Affair (JHU Press,1984). His account emphasizes how President Ford's desire to win election on his own rendered him susceptible to pressure from the pharmaceuticals to inoculate all Americans, 220 million people, against the Swine flu despite only one clearly documented fatality.

It became a $135 million program which had reached 40 million before the accumulation of fatalities and a linkage to several cases of Guillain-Barre syndrome or paralysis saw suspension of the vaccine. The pharmaceutical companies had pre-arranged for the government to assume any liabilities.

Aspartame had such a mixed record in various lab tests that the FDA refused approval several times. However, with the election of Ronald Reagan, Arthur Hayes Hull, Sr., a friend of Rumsfeld, became a commissioner on the FDA. Another crony appointment secured the votes necessary for approval. Today a $330 million class action lawsuit under RICO provisions mentions Rumsfeld as the CEO of G.D. Searle Company in 1977.

Update 6/26/2009

(NaturalNews) As the anticipated July release date for Baxter's A/H1N1 flu pandemic vaccine approaches, an Austrian investigative journalist is warning the world that the greatest crime in the history of humanity is underway. Jane Burgermeister has recently filed criminal charges with the FBI against the World Health Organization (WHO), the United Nations (UN), and several of the highest ranking government and corporate officials concerning bioterrorism and attempts to commit mass murder. She has also prepared an injunction against forced vaccination which is being filed in America. These actions follow her charges filed in April against Baxter AG and Avir Green Hills Biotechnology of Austria for producing contaminated bird flu vaccine, alleging this was a deliberate act to cause and profit from a pandemic.

http://www.naturalnews.com/026503_pandemic_swine_flu_bioterrorism.html

(NaturalNews) There's a popular medical thriller novel in which a global pandemic is intentionally set off by an evil plot designed to reduce the human population. In the book, a nefarious drug company inserts live avian flu viruses into vaccine materials that are distributed to countries around the world to be injected into patients as "flu shots." Those patients then become carriers for these highly-virulent strains of avian flu which go on to infect the world population and cause widespread death.

There's only one problem with this story: It's not fiction. Or, at least, the part about live avian flu viruses being inserted into vaccine materials isn't fiction. It's happening right now.

Deerfield, Illinois-based pharmaceutical company Baxter International Inc. has just been caught shipping live avian flu viruses mixed with vaccine material to medical distributors in 18 countries. The "mistake" (if you can call it that, see below...) was discovered by the National Microbiology Laboratory in Canada. The World Health Organization was alerted and panic spread throughout the vaccine community as health experts asked the obvious question: How could this have happened?

http://www.naturalnews.com/025760.html

Baxter uses BSL 3 (Biosafety Level 3) precautions in its laboratories, a system for the safe-handling of toxic substances, which makes an accidental contamination of ordinary flu material with the dangerous bird flu virus virtually impossible.

The contaminated vaccine material contained a mixture ofa seasonabl H3N2 human influenza virus and the deadly H5N1 virus. By adding a virus of the type H5N1 to an ordinary flu virus of the type H3N2, Baxter produced a highly dangerous biological weapon with a 63 per cent mortality rate.

The H5N1 virus is restricted in its human-to-human transmissibility, especially because it is less airborne.

However, when it is combined with seasonal flu viruses, which are airborne and easily spread, a new flu virus is created which is unknown to the human immune system and which will have a severe impact on an unprotected population.”

A deadly virus of this kind could spread around the world in a short time and infect millions and even billions of people.

Second, Baxter distributed via Avir a number of these contaminated vaccines using false concealment and a false label to 16 laboratories in Austria and in other countries at the end of January/beginning of February, potentially infecting at least 36-37 laboratory staff, who had had to be treated preventively for bird flu and ordinary flu in hospital.

On February 9th – on the very same day as 18 employees of Avir were given preventative treatment for the bird flu in the Otto Wagner Hospital in Vienna – AFP reported that Panasonic Japan intended to bring back to Japan the families of many of its staff working around the world because of the threat of a bird flu pandemic.

http://birdflu666.wordpress.com/2009/04/13/case-about-bird-flu/

Baxter International Inc said on Friday that it is in full-scale production of an A/H1N1 flu pandemic vaccine that could be ready for commercial use next month.

The news comes a day after the World Health Organization (WHO) officially declared a pandemic and cautioned governments to prepare for a long-term battle against the new virus.

Baxter said it received an A/H1N1 strain from the U.S. Centers for Disease Control and Prevention in May and has been working to develop a pandemic vaccine for use as early as July.

A number of national public health authorities have agreements with Baxter that allow them to place orders for a vaccine now that a pandemic has been declared by WHO, Baxter said.

Baxter said it would also work with WHO to allocate a portion of the company's commercial vaccine production to address global public health issues deemed most urgent.

The company, which said it has completed testing and evaluation of the virus, is developing the vaccine using cell technology. Traditional flu vaccines are made using chicken eggs and typically take some six months to produce.

Baxter said it believes its Vero cell technology will allow for much more rapid production and delivery of pandemic flu vaccine.

http://in.news.yahoo.com/137/20090612/1510/tls-baxter-could-have-pandemic-flu-vacci.html

It's emerged that virulent H5N1 bird flu
was sent out by accident from an Austrian lab last year and given to ferrets in the Czech Republic
before anyone realised. As well as the risk of it escaping into the wild, the H5N1 got mixed with a human strain, which might have spawned a hybrid that could unleash a pandemic.

Last December, the Austrian branch of US vaccine company Baxter sent a batch of ordinary human H3N2 flu, altered so it couldn't replicate, to Avir Green Hills Biotechnology, also in Austria. In February, a lab in the Czech Republic working for Avir alerted Baxter that, unexpectedly, ferrets inoculated with the sample had died. It turned out the sample contained live H5N1, which Baxter uses to make vaccine. The two seem to have been mixed in error.

Markus Reinhard of Baxter says no one was infected because the H3N2 was handled at a high level of containment. But Ab Osterhaus of Erasmus University in the Netherlands says: "We need to go to great lengths to make sure this kind of thing doesn't happen."

Accidental release of a mixture of live H5N1 and H3N2 viruses could have resulted in dire consequences. While H5N1 doesn't easily infect people, H3N2 viruses do. If someone exposed to a mixture of the two had been simultaneously infected with both strains, he or she could have served as an incubator for a hybrid virus able to transmit easily to and among people.

MEXICO CITY (AP) - A new swine flu strain that has killed as many as 68 people and sickened more than 1,000 across Mexico has "pandemic potential," the World Health Organization chief said Saturday, and it may be too late to contain the sudden outbreak.

The disease has already reached Texas and California, and with 24 new suspected cases reported Saturday in Mexico City alone, schools were closed and all public events suspended in the capital until further notice - including more than 500 concerts and other gatherings in the metropolis of 20 million.

A hot line fielded 2,366 calls in its first hours from frightened city residents who suspected they might have the disease. Soldiers and health workers handed out masks at subway stops, and hospitals dealt with crowds of people seeking help.

The World Health Organization's director-general, Margaret Chan, said the outbreak of the never-before-seen virus is a very serious situation and has "pandemic potential." But she said it is still too early to tell if it would become a pandemic.

Mexico shut down schools, museums, libraries and state-run theaters across its overcrowded capital Friday in hopes of containing a swine flu outbreak that authorities say killed at least 20 people — and perhaps dozens more. World health authorities worried openly that the strange new virus could become a global epidemic.

Mexico put the confirmed toll at 20 dead, but 40 other fatalities were being probed, and at least 943 nationwide were sick from the suspected flu, the health department said.

Scientists said the virus combines genetic material from pigs, birds and humans in a way researchers have not seen before.

“We are very, very concerned,” World Health Organization spokesman Thomas Abraham said.

“We have what appears to be a novel virus and it has spread from human to human,” he said. “It’s all hands on deck at the moment.”

President Felipe Calderon cancelled a trip and met with his Cabinet to coordinate Mexico’s response. The government planned to administer its remaining 500,000 vaccines from the flu season to health workers, the highest risk group, although it is not known how effective they are on swine flu. It said it also has enough oseltamivir, the generic name of Tamiflu, to treat 1 million people, but the medicine will be strictly controlled and handed out only by doctors.

The CDC says Tamiflu and Relenza do seem effective against the new strain. Roche, the maker of Tamiflu, said the company is prepared to immediately deploy a stockpile of the drug if requested. Both drugs must be taken early, within a few days of the onset of symptoms, to be most effective.

Authorities urged people to avoid hospitals unless they had a medical emergency, since hospitals are centers of infection.

Quote:
Canadians who have recently returned from Mexico should be on alert for flu-like symptoms that could be connected to a severe respiratory illness, federal health officials said Thursday in issuing a travel advisory.

A severe respiratory illness appears to have infected 137 people in south and central areas of Mexico, with cases concentrated in Mexico City and three other areas, including 20 deaths, the Public Health Agency of Canada said.

In the United States, health officials in Texas and California were scrambling this week to deal with a new strain of swine flu, which has been diagnosed in seven people.

The states share a border with Mexico not far from a town where two deaths were reported.

The U.S. cases are unusual, because it appears none of the patients had contact with pigs, and the virus is one that health officials have never seen before.

No cases of this swine flu have yet been found in Canada. The country's national laboratory in Winnipeg is analyzing 51 samples from Mexico to determine if any of them are swine flu and are linked to the U.S. cases. Results are expected in two days.

"It certainly is suspicious that you have a new strain of swine flu showing up just north of the Mexican border, and you have an outbreak of cases south in Mexico," he said.

"We already have the Americans talking about the H1N1 strain, which is a new strain they haven't seen before .… If you had evidence that this strain was also in Mexico, you would have further evidence that something new has shown up which has the ability to go person-to-person and has crossed borders as well."

However, there is no reason to panic, said Gardam.

"A pandemic virus basically means a virus that is going to affect a large proportion of the population. It doesn't mean they're going to get necessarily all that sick."

CAIRO – Egypt began slaughtering the roughly 300,000 pigs in the country Wednesday as a precautionary measure against the spread of swine flu even though no cases have been reported here yet, the Health Ministry said.

The move immediately provoked resistance from pig farmers. At one large pig farming center just north of Cairo, farmers refused to cooperate with Health Ministry workers who came to slaughter the animals and the workers left without carrying out the government order.

"It has been decided to immediately start slaughtering all the pigs in Egypt using the full capacity of the country's slaughterhouses," Health Minister Hatem el-Gabaly told reporters after a Cabinet meeting with President Hosni Mubarak.

Egypt's overwhelmingly Muslim population does not eat pork due to religious restrictions. But the animals are raised and consumed by the Christian minority, which some estimates put at 10 percent of the population.

The outbreak of disease in people caused by a new influenza virus of swine origin continues to grow in the United States and internationally. Today, CDC reports additional confirmed human infections, hospitalizations and the nation’s first fatality from this outbreak. The more recent illnesses and the reported death suggest that a pattern of more severe illness associated with this virus may be emerging in the U.S. Most people will not have immunity to this new virus and, as it continues to spread, more cases, more hospitalizations and more deaths are expected in the coming days and weeks.

April 26 (Bloomberg) -- At least eight students from a private school in New York are suspected of having swine flu, New York health officials said yesterday as teams of international investigators raced to determine how widely the potentially deadly virus has spread.

About 200 children from the 2,700-student St. Francis Preparatory School in Queens were absent last week with flu-like symptoms, said Thomas Frieden, commissioner for the New York City Department of Health and Mental Hygiene, at a press conference yesterday. All of the cases have been mild, lasting several days, and none of the children have been hospitalized, he said.

New York health officials will confirm today whether the suspected swine flu cases are linked to a new strain of the virus that may have killed at least 80 people and made more than 1,000 people ill in Mexico. That strain has spread to people in California, Texas and Kansas, where 11 cases, and no deaths, have been verified, the U.S. Centers for Disease Control and Prevention said yesterday.

Swine flu, which was initially only transmitted from pigs to humans, is now traveling through human to human contact, and is one of the most deadly of the flu viruses.

You might have noticed people wearing surgical masks in areas of Mexico to avoid the Swine Flu epidemic. At least 150 people have died from Swine Flu infection in Mexico and clusters of swine flu are found in areas all over the United States and around the World as well. The Swine Flu is currently under investigation by the Centers for Disease Control and the World Health Organization.

Swine flu symptoms include runny nose, muscle aches, lethargy, lack of appetite, fever over 101 and sudden onset. It is difficult to distinguish from other flu types, and does require a diagnosis.

Researchers are not yet sure if antiviral medicines such as Tamiflu or Relenza may remain effective against swine flu, although these antiviral medicines are working against the current strain. The Centers for Disease Control and Prevention(CDC) are currently in the process of developing a vaccine to protect against the Swine Flu.

The Swine Flu is a combination of four known strains including Avian flu, Human Influenza and two other viruses. This new strain of influenza is not only extremely contagious but also deadly, however, there are flu pandemic preparation measures you can take to ensure you do not get the Swine flu.

Comment: The strain in Mexico is reported as being the same in the U.S. One of two things is true - either the Mexicans are lying about the severity of the crisis, or deaths in the U.S. are being covered up. The fact that this is all unfolding right on the border with Texas is obviously of prime importance because we are based here.

I work as a resident doctor in one of the biggest hospitals in Mexico City and sadly, the situation is far from “under control”. As a doctor, I realise that the media does not report the truth. Authorities distributed vaccines among all the medical personnel with no results, because two of my partners who worked in this hospital (interns) were killed by this new virus in less than six days even though they were vaccinated as all of us were. The official number of deaths is 20, nevertheless, the true number of victims are more than 200. I understand that we must avoid to panic, but telling the truth it might be better now to prevent and avoid more deaths.

Taking extreme precautions to stop the fast-spreading swine flu, Fort Worth became the nation’s first major city school district to close on Thursday, as the Centers for Disease Control and Prevention announced that the number of confirmed cases had risen to 109 in 11 states, up from 91 cases in 10 states on Wednesday.

Several more states are awaiting confirmation of likely cases, including Illinois, Colorado, Maine, Georgia and New Jersey, while hundreds of other schools around the country from Alabama to Minnesota have shut down.

The closing of public schools in Fort Worth, the nation’s 17th-largest city, is expected to keep 80,000 students out of their classrooms through May 11, adding to the 53,000 pupils already being kept out of school in Texas.

Elsewhere, the swine flu virus was confirmed in the Netherlands and Switzerland on Thursday, with the World Health Organization now confirming cases in 11 countries . In Canada, the confirmation of eight additional cases on Thursday brought the total number of cases of swine flu there to 27.

The World Health Organization said Thursday it did not plan to raise its pandemic alert level, one day after the Geneva-based organization raised the level to the second-highest, phase 5, signaling that two countries had sustained human-to-human transmission of the virus.

April 30 (Bloomberg) -- Fort Worth, Texas, closed 144 public schools with 80,000 students after one child came down with swine flu. Companies, school districts and nations are reacting swiftly to a new strain of flu that has been confirmed in only 257 people worldwide yet threatens millions, according to the World Health Organization. Confirmed cases are now reported in 11 countries, and officials in New York, Mexico and Australia have said hundreds more infections are suspected.

Warren D. Ward, 48, was in high school when the swine flu threat of 1976 swept the U.S. The Whittier man remembers the episode vividly because a relative died in the 1918 flu pandemic, and the 1976 illness was feared to be a direct descendant of the deadly virus.

"The government wanted everyone to get vaccinated," Ward said. "But the epidemic never really broke out. It was a threat that never materialized."

The panic in 1976 was partly because of the belief -- now known to be erroneous -- that the 1918-19 flu pandemic, which killed half a million Americans and as many as 50 million worldwide, was caused by a virus with swine components. Recent research suggests instead that it was avian flu, but that seems unlikely to assuage the current anxiety.

The episode began in February 1976, when an Army recruit at Ft. Dix, N.J., fell ill and died from a swine flu virus thought to be similar to the 1918 strain. Several other soldiers at the base also became ill. Shortly thereafter, Wenzel and his colleagues reported two cases of the flu strain in Virginia.

"That raised the concern that the original cluster at Ft. Dix had spread beyond New Jersey," said Wenzel, former president of the International Society for Infectious Diseases.

At the CDC, Sencer solicited the opinions of infectious disease specialists nationwide and, in March, called on President Ford and Congress to begin a mass inoculation.

The $137-million program began in early October, but within days reports emerged that the vaccine appeared to increase the risk for Guillain-Barre syndrome, a rare neurological condition that causes temporary paralysis but can be fatal.

Waiting in long lines at schools and clinics, more than 40 million Americans -- almost 25% of the population -- received the swine flu vaccine before the program was halted in December after 10 weeks.

More than 500 people are thought to have developed Guillain-Barre syndrome after receiving the vaccine; 25 died. No one completely understands the causes of Guillain-Barre, but the condition can develop after a bout with infection or following surgery or vaccination. The federal government paid millions in damages to people or their families.

Insights from a study of the events in '76...

The whole swine flu scare was based on the death of only one soldier at Fort Dix, New Jersey (One report said october, 1975 and another said February, 1976). There was never any real evidence that he even had swine flu. There was a wide divergence of opinion among the doctors as to the real cause of his death. Some even tried to blame it on a walk he took when he was ill. An official diagnosis pronounced his death to be from A-Victoria flu, and not swine flu. All the soldiers at the camp had been innoculated with Port Chalmers flu vaccine, which was claimed to contain antigens to protect against all strains of flu. Shortly after the shots over 500 men got sick with the flu anyway, thus proving that the flu vaccine is a total failure and does not protect from the flu or anything else. 66 more were hospitalized at Fort Knox about the same time. We do not have the report from all the army camps but, it is quite certain there were a large number of cases of serious vaccine poisoning—no doubt, called by some other name, and death certificates falsified as is usually the case with vaccination deaths. The death certificates of vaccine poisoning usually read, "died of pneumonia" or hepatitis, or meningitis or something else.

The present flu vaccine they are using on the civilian population is just as ineffective and dangerous, and yet, it is being promoted all over the country with disastrous results. No matter how many casualties they have they are determined to use it as long as they can get away with it—because it is profitable. That is its one and only purpose.

Even if the swine flu had been the cause of the soldier’s death, one case of a disease is not grounds to stage a nation-wide epidemic. It takes at least 30 cases of the same disease in the same locality to constitute an epidemic.

The vaccine promoters have been frantically trying to find at least one case of swine flu anywhere in the world to justify their custom made vaccination campaign. But they have not found one case—even among the swine. They heard of a man named Larry Hardison in Missouri who had a cold and they rushed to him to try to get a throat sample so they could make a case out of it. But he got well before they got the throat sample. Most of the cases of flu they check are caused by the vaccine itself.

There is no swine flu epidemic in U.S. or anywhere else in the world, and there is not going to be one either unless the vaccine promoters carry out their plan to vaccinate all the people; then there will be a full blown epidemic of vaccine poisoning—not flu.

There are already 113 recorded vaccine deaths and that is enough to be an epidemic of vaccine poisoning.

ALL VACCINES ARE POISON

Vaccines contain decomposed protein such as that which is taken from pustules on sick animals or putrefied eggs mixed with deadly drugs such as carbolic acid (phenol), mercury, formaldehyde (formalin), etc. Decomposed proteins can cause botulism, salmonella or other types of body poisoning. It’s no wonder people drop dead after the shots.

All doctors who know the subject know and admit that all vaccines are highly toxic, and the after-effects are unpredictable. No doctor, laboratory technician or scientist can possibly determine the reaction the vaccine will have on each individual. It is impossible to know, in advance, the toleration point for poison which each person has. Therefore it is a deadly gamble—like Russian roulette—as to whether the vaccine will cause instant death (and that sometimes happens), or paralysis a few hours later, or cancer, heart trouble or TB a few years later, or kidney disease, liver damage, insanity (post vaccinal encephalitis—inflammation of the brain caused by vaccines) or some other chronic disease somewhere along the way.

A U.S. based pharmaceutical company that just weeks ago was involved in a scandal involving vaccines tainted with deadly avian flu virus has been chosen to head up efforts to produce a vaccine for the Mexican swine flu that has seemingly migrated into the U.S. and Europe.

Baxter confirmed over the weekend that it is working with the World Health Organization on a potential vaccine to curb the deadly swine flu virus that is blamed for scores of deaths in Mexico and has emerged as a threat in the U.S., reports the Chicago Tribune.

Baxter has previously worked with governments all over the globe to develop and produce vaccines to protect against infectious disease or potential threats from bioterrorism. After 9/11 Baxter helped supply stockpiles of a smallpox vaccine and in 2003 the company was contracted to develop a vaccine to combat the SARS virus. In 2006 the UK Government announced plans designed to inoculate every person in the country with Baxter's vaccines in the event of a flu pandemic.

However, Baxter has a very recent and most disturbing connection to flu vaccines.

As reported by multiple sources last month, including the Times of India, vaccines contaminated with deadly live H5N1 avian flu virus were distributed to 18 countries last December by a lab at an Austrian branch of Baxter.

It was only by providence that the batch was first tested on ferrets in the Czech Republic, before being shipped out for injection into humans. The ferrets all died and the shocking discovery was made.

The Swine Flu scare has boosted the stock market values of Big Pharma. Following initial reports from Mexico on the influenza outbreak, the demand for anti-flu drugs has skyrocketed.

Supported by media disinformation, an atmosphere of fear and intimidation has unfolded. Health “emergencies” have been declared in various parts of the US.

The most sought after influenza drugs are Tamiflu and Relenza. Treatment courses by the US government have been released from the national stockpile “to make sure health care providers are ready for any escalation in cases.”

Tamiflu is produced by the Swiss pharmaceutical giant Hoffman-La Roche on behalf of a US based biotech company Gilead Sciences, Inc. While the drug is produced by Roche, it was developed by Gilead Sciences Inc. which owns the intellectual property rights.

Former Defense Secretary Donald Rumsfeld was one of the major shareholders of Gilead Sciences. In 1997, Rumsfeld was appointed Chairman of Gilead Sciences, Inc., a position which he held until becoming Secretary of Defence in the Bush administration in 2001. Rumsfeld was on the Board of Directors from the establishment of Gilead in 1987.

Fortune Magazine in a report published at the height of 2005 bird flu crisis, described Gilead as one of the most politically connected companies in the biotech industry. Rumsfeld’s interests and/or holdings in Gilead following his resignation in 2006 are not known.

Obama made a trip to Mexico a couple weeks ago. The guy who greeted him and showed him around the historic sites is dead of the flu. Why isn't Obama worried?

WASHINGTON – Virulent swine flu spread to 10 U.S. states from coast to coast Wednesday and swept deeper into Europe, extending its global reach as President Barack Obama mourned the first U.S. death, a Mexican toddler who had traveled with his family to Texas. Total American cases surged to nearly 100, and Obama said wider school closings might be necessary.

The World Health Organization said the outbreak is moving closer to becoming a full-scale pandemic.

Dr. Keiji Fukuda, the organization's top flu expert, told reporters in Geneva that the latest developments are moving the agency closer to raising its pandemic alert to phase 5, indicating widespread human-to-human transmission. That's just one step below level 6, a full-fledged pandemic.

In Washington, Homeland Security Secretary Janet Napolitano was questioned closely by senators about whether the U.S. should close its border with Mexico, where the outbreak apparently began and the casualties have been the greatest. She repeated the administration's position that questioning of people at borders and ports of entry was sufficient for now and said closing borders "has not been merited by the facts."

(FTW) - In the four-month period from Nov. 12 through Feb. 11, seven world-class microbiologists in different parts of the world were reported dead. Six died of "unnatural" causes, while the cause of the seventh's death is questionable. Also on Nov. 12, DynCorp, a major government contractor for data processing, military operations and intelligence work, was awarded a $322 million contract to develop, produce and store vaccines for the Department of Defense. DynCorp and Hadron, both defense contractors connected to classified research programs on communicable diseases, have also been linked to a software program known as PROMIS, which may have helped identify and target the victims.

In the six weeks prior to Nov. 12, two additional foreign microbiologists were reported dead. Some believe there were as many as five more microbiologists killed during the period, bringing the total as high as 14. These two to seven additional deaths, however, are not the focus of this story. This same period also saw the deaths of three persons involved in medical research or public health.

http://www.rense.com/general20/mic.htm

The scenario is straight out of a Robert Ludlum novel. Since 2001 nearly four dozen microbiologists from around the globe have died, some in very questionable and mysterious circumstances. Some of them were working on how best to counter attacks of bioterrorism and some are suspected of working in labrotaries doing secret research on bio-weapons. There are dozens of websites out there peddling conspiracy theories and a few police investigations on.

A brief recap: 11 microbilogists died within five months between Nov 2001 and March 2002. There was the mysterious disappearance of Don Wiley, 57, Harvard biochemistry professor. Within a week of that Russian defector Vladamir Pasechnik, 64, fell dead. The Russian scientist who defected in 1989 to London was part of the team that had figured out how to deliver bio-agents on cruise missiles.

Microbiologist, Robert Schwartz, 57, was stabbed with a sword in Leesberg, Va, his daughter and her accomplices are facing charges. Next day, itself, on Dec 5, 2001, scientist Nguyen Van Set died in an airlock filled with nitrogen in his lab in Geelong, Australia. Later, Russian microbiologist Victor Korshunov, 56, an expert on intestinal bacteria of children, was hit repeatedly over the head near his home in Moscow. Five days later the British microbiologist Ian Langford, 40, was found dead in his home near Norwich, England. He was naked from the waist down and was jammed under a chair. He was an expert in disease and environmental risk management.

The final two deaths came one day after the other in March. David Wynn-Williams, 55, a respected astrobiologist with the British Antarctic Survey, who studied the habits of microbes that might survive in outer space, was hit by a car while jogging in Cambridge, London. The next day, Steven Mostow, 63, an influenza expert and expert on bioterrorism, died when he crashed near Denver, US, while piloting his own plane.

"The two American scientists he had worked with were Benito Que, 52, and Don Wiley, 57. Both microbiologists had been engaged in DNA sequencing that could provide "a genetic marker based on genetic profiling." The research could play an important role in developing weaponized pathogens to hit selected groups of humans"identifying them by race. Two years ago, both men were found dead, in circumstances never fully explained."

Microbiologists With Link to Race-Based Weapon Turning Up Dead

More on Kelly... True or False?

Exclusive to American Free Press By Gordon Thomas 8-10-3

Dr. David Kelly - the biological warfare weapons specialist at the heart of the continuing political crisis for the British government - had links to three other top microbiologists whose deaths have left unanswered questions.

The 59-year-old British scientist was involved with ultra secret work at Israel's Institute for Biological Re search. Israeli sources claim Kelly met institute scientists several times in London in the past two years.

Israel has not signed the Biological Weapons and Toxins Convention, an international treaty ratified by more than 140 countries. It forbids the development, possession and use of offensive biological and chemical weapons.

The CIA, FBI and MI5 are now examining Kelly's connections. Their findings could form part of the British government's inquiry into the background of Kelly's death, which opened last week.

The intelligence investigation is believed to have originated in Washington, where it emerged that Kelly had contacts with two companies in the U.S. bio-defense industry.

Authorities said Sunday that the November death of an internationally recognized Harvard scientist was the result of an accidental fall from the Hernando DeSoto Bridge and not a homicide. Shelby County Medical Examiner Dr. O. C. Smith gave to police Sunday his findings in the death of Dr. Don C. Wiley, 57. Smith said the cause of death was a fall from the bridge and the manner of death was accidental. He said the accidental death followed a minor motor vehicle accident on the bridge. Police could announce details of the medical examiner's findings as early as today. Authorities are expected to say that Wiley, who was at least 6-foot-3, accidentally went over the railing after getting out of the car to examine the damage to the vehicle. They said there is no evidence anyone else was involved in the death. It has been reported that the hubcap for the right front wheel was missing and there were yellow scrape marks on the rented white four-door 2001 Mitsubishi Galant. The car was found abandoned in one of the westbound lanes of the bridge at 4 a.m. Nov. 16. The key was in the ignition, the gas tank full. A Memphis police officer responding to "an abandoned vehicle call" located the car. Its hazard lights were not flashing. The officer then checked the catwalks on both sides of the bridge, but found nothing. The officer who located Wiley's car said the vehicle wasn't there when he made a routine check of the bridge an hour earlier. Wiley, a prize-winning biochemist, had been in Memphis for a two-day meeting of the Scientific Advisory Board of St. Jude Children's Research Hospital. Wiley was last seen about midnight Nov. 15 in the lobby of The Peabody, where he had attended a banquet for the advisory board.

If you sell crack, join a gang, or rob the mob you can expect to die a violent death, but if you listen to your mother, eat all the right foods, and study hard in college to become a microbiologist, you should expect to live to a ripe old age and die peacefully.

That being the case, a few eyebrows were raised when five microbiologists either disappeared or died mysteriously violent deaths in 2001. A short time later the number rose to 19, and then 29.

They were found stabbed to death in the trunks of cars, thrown off bridges, or they wrapped their cars around trees after their brake fluid disappeared. Once again, this is the stuff of Hollywood spy stories, and not the way you would expect a microbiologist to give up the ghost.

By 2005, we lost 40 micro-biologists in less than 4 years, all under suspicious circumstances, and during this time someone discovered that they were all working for the government, or government contractors, on projects related to bio-terrorism, flu pandemics, or anthrax. Obviously they weren’t trying to find a cure for anything, or there would be no need to silence them.

Then it was discovered that our government was involved in strange experiments that involve exhuming bodies of people that were killed by the 1918 Spanish flu, and genetically engineered flu viruses, all the while the media is preparing the public with stories of bird flu wiping out thousands of chickens (acid test?) and even a few people here and there.

People who are becoming accustomed to the practices and motives of our criminal government tried to warn you of an impending flu pandemic, but your TV training taught you to dismiss them all as “crazy conspiracy theorists,” and you naturally associated all their warnings with stories of Bigfoot and UFO abductions, just as you were trained to do.

The good folks of FEMA predicted a need for a few million plastic coffins, which are now spread out across the country, but despite this revelation, most of America still thinks their biggest concern is a toss up between the Super Bowl and American Idol.

The influenza pandemic of 1918-1919 killed more people than the Great War, known today as World War I (WWI), at somewhere between 20 and 40 million people. It has been cited as the most devastating epidemic in recorded world history. More people died of influenza in a single year than in four-years of the Black Death Bubonic Plague from 1347 to 1351. Known as "Spanish Flu" or "La Grippe" the influenza of 1918-1919 was a global disaster.

LONGYEARBYEN, Norway One by one, experts gently removed six wooden crosses last week marking a frozen mass grave that may contain secrets about one of the deadliest epidemics this century.

A four-nation team is exhuming the bodies of six young coal miners who were among the victims of the Spanish flu, which killed 20 million to 40 million people in 1918 and 1919 before vanishing.

The miners were buried in the permafrost of this Norwegian Arctic outpost, and researchers say the frigid conditions might have preserved samples of the mysterious virus sufficient to build a genetic profile.

Reported deaths for the 1918 flu range from 20 million to 100 million worldwide with most reports at around 40-50 million. From what I have been able to ascertain, subsequent pandemics did not have the same hallmarks/virus combinations as the Spanish flu making the Mexican flu “rare” but only on the timeline. It is more than a little bit similar to the Spanish Flu with elements of avian, swine, and human virus strains. In 1951 and 1997, bodies were exhumed and the Spanish flu virus captured for researchers to study. When it was first reported in 1998, I thought it was an profoundly dangerous idea, considering the military was hunting this little microbe down, and it seems it may have been. Will we ever really know? Not likely, but I can have my suspicions.

What follows are two articles with background information about the 1918 Spanish Pandemic and the hunt for the lethal virus. Also, please be aware that some of the findings in these initial reports have changed and will be in subsequent articles in this series.

In 1948 Heinrich Mueller, the former head of the Gestapo, told his CIA Interrogator that the most devastating plague in human history was man-made.

"Indeed, symptoms in 1918 were so unusual that initially influenza was misdiagnosed as dengue, cholera, or typhoid. One observer wrote, "One of the most striking of the complications was hemorrhage from mucous membranes, especially from the nose, stomach, and intestine. Bleeding from the ears and petechial hemorrhages in the skin also occurred. ...Another unusual feature of this pandemic was that it mostly killed young adults, with 99% of pandemic influenza deaths occurring in people under 65 and more than half in young adults 20 to 40 years old. This is unusual since influenza is normally most deadly to the very young (under age 2) and the very old (over age 70)."

At a 1944 Nazi bacteriological warfare conference in Berlin, General Walter Schreiber, Chief of the Medical Corps of the German Army told Mueller that he had spent two months in the US in 1927 conferring with his counterparts. They told him that the "so-called double blow virus" (i.e. Spanish Flu) was developed and used during the 1914 war.

"But," according to Mueller, "it got out of control and instead of killing the Germans who had surrendered by then, it turned back on you, and nearly everybody else." ("Gestapo Chief: The 1948 CIA Interrogation of Heinrich Mueller" Vol. 2 by Gregory Douglas, p. 106) Actually the Armistice took place Aug 11, 1918.

The interrogator, James Kronthal, the CIA Bern Station Chief asked Mueller to explain "double blow virus."

Mueller: "I am not a doctor, you understand, but the 'double-blow' referred to a virus, or actually a pair of them that worked like a prize fighter. The first blow attacked the immune system and made the victim susceptible, fatally so, to the second blow which was a form of pneumonia...[Schreiber told me] a British scientist actually developed it...Now you see why such things are insanity. These things can alter themselves and what starts out as a limited thing can change into something really terrible."

The subject of the Spanish Flu arose in the context of a discussion of typhus.
The Nazis deliberately introduced typhus into Russian POW camps and, along with starvation, killed about three million men. The typhus spread to Auschwitz and other concentration camps with Russian and Polish POWS.

In the context of the Cold War, Mueller says: "If Stalin invades Europe...a little disease here and there would wipe out Stalin's hoards and leave everything intact. Besides, a small bottle of germs is so much cheaper than an atom bomb, isn't it? Why you could hold more soldiers in your hand than Stalin could possibly command and you don't have to feed them clothes them or supply them with munitions. On the other hand, the threat of war...does wonders... for the economy." (108)

Is Mueller credible? In my opinion he is. Gregory Douglas apparently is a pseudonym for his nephew with whom he left his papers. Normally a hoax would not run to thousands of pages. The Interrogation is 800 pages. The Memoirs are 250 pages. The microfilmed Archive apparently covers 850,000 pages. Finally, the material I have read is incredibly well informed, consistent and full of plausible revelations .

Scientists have applied to exhume the corpses of 10 Londoners buried more than 80 years ago to discover the genetic make-up of the world's most deadly virus.

The bodies, says Britain's leading flu expert, could help explain why 40 million people died in the 1918 outbreak of "Spanish flu". Research on them could help to combat future global epidemics.

John Oxford, the Government's flu adviser, is convinced a highly contagious and deadly strain of the influenza A virus will strike within a decade. The last time a type A strain struck Britain, two years ago, 20,000, mainly elderly, people died, bringing the National Health Service to its knees. A type B flu hit last year with less effect.

Professor Oxford, of Queen Mary's School of Medicine in London, predicts another type A flu outbreak this year with a really nasty strain hitting the planet within 10 years. "We are anticipating a pandemic in the next decade," he said yesterday. That makes the race to discover the cause of the 1918 pandemic all the more urgent.

After two years' detective work, trawling through undertakers' records, his team has tracked down 10 young people, who died of Spanish flu, buried across London in lead-lined coffins. The lead will have kept the corpses preserved, he believes, allowing scientists to examine the corpses and the genetic code that makes up Spanish flu.

The removal of the bodies will have to be done with extreme caution. Professor Oxford admits there is an outside chance of unleashing Spanish flu again."It has to be done very, very carefully," he said.

Hopefully the news as of late regarding the spread of Swine flu has you concerned to some degree of your own exposure. Or perhaps the news has at least made you aware that your emergency preparedness supplies aren’t presently sufficient for such a crisis. If you’re becoming aware of such a situation, that’s actually the best thing that can result from the news of this epidemic. Because the good news is that you can be prepared for this and other like ailments by taking some proactive steps now. Being prepared independently to handle such a crisis as a Swine flu epidemic is critical. Believing that life will always be “normal enough” for you to plan on having access to the “anti-virus” or vaccination shortly after the time of exposure is truly a gamble of Russian roulette proportions.

First let’s look at some supplies that you will want to have on hand for external physical benefits.

USE: The Commission E approved the internal use of elder flower for colds. The British Herbal Compendium lists its uses for common cold, feverish conditions, and as a diuretic (Bradley, 1992). The German Standard License for elder flower tea calls it a diaphoretic medicine for the treatment of feverish common colds or catarrhal complaints (Braun et al., 1997).

(1) Two randomized, placebo-controlled, double-blind studies demonstrated the elderberry extract, Sambucol, effectively inhibited both influenza A and B strains when given orally to patients in the first 48 hours of influenza symptoms. In the earlier study, 27 individuals experiencing typical early flu symptoms were given Sambucol or placebo daily for three days—2 tablespoons (children) or four tablespoons (adults). Patients were followed for six days and symptoms monitored. Serum from all subjects was analyzed for antibodies to influenza A and B at the initial dose and during the convalescent phase. In the treatment group, significant improvement in flu symptoms was observed in 93.3 percent of subjects within two days after initial dosing, while 91.7 percent of the control group demonstrated improvement after six days. A complete resolution was achieved in the treatment group in 90 percent of patients after 2–3 days, while the placebo group yielded similar results after six days. Of these 27 patients, 23 had laboratory confirmation of influenza B.

During the Black Plague, a band of thieves went around robbing the dying and dead. Upon their capture, the magistrate offered to spare their lives if they would reveal how it was they protected themselves. The bandits (spice merchants and perfumers) relied on an old Egyptian alchemist's recipe: herbs and essential oils of lemon, cinnamon, clove, rosemary, and eucalyptus.

Clove - Clove oil is the most powerful known antioxidant on the planet. Coming in at approximately 10,800,000 this oil has the highest rating on the ORAC scale than any other substance organic or otherwise. Nothing even came close. Clove stops free radical damage dead in their tracks. Also a powerful antimicrobial ranking right up there with Oregano & Cinnamon Bark.

The impact...

The Massachusetts Senate has unanimously passed a pandemic flu preparation bill that has languished in the Legislature before the recent swine flu outbreak.

The 36-0 vote today sends the measure to the House. Both branches have taken it up in past years, but have not been able to agree on the details.

The new Senate version would allow the public health commissioner — in a public health emergency — to close or evacuate buildings, enter private property for investigations, and quarantine individuals.

The bill specifically mandates the following:

(1) to require the owner or occupier of premises to permit entry into and investigation of the premises;
(2) to close, direct, and compel the evacuation of, or to decontaminate or cause to be decontaminated any building or facility, and to allow the reopening of the building or facility when the danger has ended;
(3) to decontaminate or cause to be decontaminated, or to destroy any material;
(4) to restrict or prohibit assemblages of persons;
(5) to require a health care facility to provide services or the use of its facility, or to transfer the management and supervision of the health care facility to the department or to a local public health authority;
(6) to control ingress to and egress from any stricken or threatened public area, and the movement of persons and materials within the area;
(7) to adopt and enforce measures to provide for the safe disposal of infectious waste and human remains, provided that religious, cultural, family, and individual beliefs of the deceased person shall be followed to the extent possible when disposing of human remains, whenever that may be done without endangering the public health;
(8) to procure, take immediate possession from any source, store, or distribute any anti-toxins, serums, vaccines, immunizing agents, antibiotics, and other pharmaceutical agents or medical supplies located within the commonwealth as may be necessary to respond to the emergency;
(9) to require in-state health care providers to assist in the performance of vaccination, treatment, examination, or testing of any individual as a condition of licensure, authorization, or the ability to continue to function as a health care provider in the commonwealth.

WASHINGTON – A member of the U.S. delegation that helped prepare Energy Secretary Steven Chu's trip to Mexico City has demonstrated flu-like symptoms and his family members have tested probable for swine flu.

White House spokesman Robert Gibbs said Thursday that three members of an aide's family are being tested to see if they have the same strain of swine flu that is threatening to become a pandemic. The aide worked in presidential advance, which is responsible for planning and preparing trips.

Gibbs said that Secretary Chu has not experienced any symptoms. The spokesman also said that President Barack Obama also has had no symptoms of the virus and doctors see no need to conduct any tests on his health.

US War with South America

Rumors Of Coups And War: U.S., NATO Target Latin America
by Rick Rozoff*

The United States are back in Latin America. The military coup in Honduras marked the beginning of Washington’s renewed grip on that continent. While another coup was thwarted in Paraguay, the United States, the United Kingdom and the Netherlands have been deploying new forces to encircle the ALBA countries with a view to attacking Nicaragua, Ecuador and Venezuela. Readying for the gathering storm, Chile has embraced the North-American camp and stockpiled a powerful arsenal.

November 28 will mark five months since the coup led by U.S.-trained commanders deposed the president of Honduras, the next day will see a mock election in the same nation designed to legitimize the junta of Roberto Micheletti, and the day following that will be a month since Washington signed an agreement with the Alvaro Uribe government in Colombia for the use of seven military bases in the country.

While intensifying a full-scale war in South Asia, continuing occupation missions in Iraq and the Balkans, maintaining warships off the coasts of Somalia and Lebanon, and deploying troops and conducting war games in most parts of the world, the United States and its NATO allies have not neglected Latin America.

Central and South America and the Caribbean are receiving a degree of attention from the U.S. and its partners not witnessed since the Cold War and in some ways are the targets of even more intense scrutiny and intervention.

Nearly five months since the June 28 coup d’etat against Honduran President Manuel Zelaya led by General Romeo Vasquez Velasquez, a graduate of the Western Hemisphere Institute for Security Cooperation, formerly the School of the Americas, Washington has not used its substantial - decisive - leverage with the illegal government and its military supporters to reverse the armed takeover of power. Instead it has conspired with the junta to drag out deliberately futile negotiations and has thrown its weight behind the November 29 election which, occurring without the previous reinstalling of President Zelaya, will be a travesty of law and international protocols and is in fact intended to lend false credibility to the current regime.

On November 15 Manuel Zelaya wrote a letter to American President Barack Obama decrying Washington’s machinations and stating that accepting the terms of the U.S.-sanctioned (to say no more) arrangement with Micheletti regarding the upcoming election would amount to “covering up the coup d’etat, which we know has a direct impact due to the military repression on the human rights of the inhabitants of our country.”

The letter also said “The same day that the accord’s Verification Commission was set up in Tegucigalpa the statements by officials from the State Department surprised (everyone) where they modify their position and interpret the accord unilaterally with the following statement: ‘the elections should be recognized by the United States with or without the reinstatement’" of President Zelaya. [1]

The accord in question was one brokered by Costa Rican President Oscar Arias and signed on October 29 which would have led to a unity government with Manuel Zelaya returned to the presidency preparatory to a new election.

Micheletti and his supporters in the country’s business community and "muscle" in the military unilaterally abrogated the terms of the agreement by thwarting Zelaya’s reinstatement and appointing all members of the national cabinet. With the active connivance of Washington, as Zelaya’s letter to Obama contends.

If a government friendly to the United States was overthrown in the manner that the Honduran one was on June 28 it would not take the White House and the State Department five months to respond, and even then only to abet the crime. Censure, sanctions and covert operations would have been resorted to immediately.

In nations where candidates not entirely to the West’s liking win elections or unapproved presidents win reelection, the whole panoply of "regime change" interventions are put into effect with some variation of a "color revolution" ultimately negating and reversing the result. That such efforts have not been extended in Honduras is ample proof that the U.S. is satisfied with matters as they stand and would prefer the likes of Micheletti and General Vasquez to preside over a country where the Pentagon has a military facility at the Soto Cano Air Base and there stations its Joint Task Force Bravo replete with Black Hawk and Chinook helicopters.

On November 16 a photograph appeared on a Pentagon website, Defense Link, of the chairman of the U.S. Joint Chiefs of Staff, Admiral Michael Mullen, and his Colombian opposite number, General Freddy Padilla de Leon, shaking hands outside the Pentagon three days earlier (see above).

No story on or details of their meeting are available, not even on Defense Department sites. Only the photograph and brief notices on Facebook and Twitter.

Padilla’s resume is both illustrative and typical. He earlier matriculated in "terrorism studies" at George Washington University and received a fellowship for the Foreign Service Program at Georgetown University, as well as taking a course on advanced military studies at Fort Belvoir, Virginia and and training in strategic intelligence at the Defense Intelligence Analysis Center in Washington, D.C.

The transcripts of his discussions with Mullen would prove intriguing, focusing as they no doubt did on the buildup at the seven military bases in Colombia recently turned over to the Pentagon and on the uses thereof.

Since the agreement on their acquisition by the United States was signed on October 30 confirmation of the bases’ dual purpose - escalating the counterinsurgency war inside the country and containing and confronting two of its neighbors, Venezuela and Ecuador - has been witnessed.

Bogota reported that nine of its soldiers were killed and four wounded in a major clash with FARC (Revolutionary Armed Forces of Colombia) fighters in the southwestern department of Cauca on November 10.

Five days later Colombia seized four Venezuelan border guards on a river off Colombia’s Vichada Department. A few days earlier two Venezuelan National Guard troops were killed in the state of Tachira on the Colombian border, leading Caracas to deploy 15,000 troops to the area on November 5.

The preceding week Venezuela arrested eight Colombian nationals and two locals suspected of paramilitary activity on the two countries’ border. Government official Ricardo Sanguino "denounced increasing paramilitary activity as a strategy to conceal soaring US access to Colombian military bases" and said "they are trying to destabilize the government of Venezuela...." [2]

Recently Venezuelan President Hugo Chavez renewed repeated concerns over the new American bases on the territory of his western neighbor, saying "that according to recently produced documents, the military bases would be used for espionage purposes, allowing US troops there to launch a military offensive against Venezuela." [3]

On November 8 Bolivian President Evo Morales said that "the use of Colombian military bases by U.S. troops meant a provocation to the Latin American peoples, mainly to the members of the Bolivarian Alliance of the Americas (ALBA)."

He specified that "With the excuse of fighting against drug trafficking and terrorism, thousands of U.S. soldiers will be deployed in Colombia." [4]

ALBA, the Bolivarian Alliance for the Peoples of Our America, consists of Bolivia, Venezuela, Nicaragua, Honduras (until the coup), Cuba, Dominica, Ecuador, Saint Vincent and the Grenadines, and Antigua and Barbuda, the last three nations joining this June.

Washington using Colombia as the nucleus of a new Latin American military bloc to counteract ALBA has been explored in a previous article in this series. [5] Other prospective candidates include post-coup Honduras, Panama, Peru and Chile, with pressure placed on Brazil, Guyana and Suriname to either supply bases or in other ways augment American and European military presence in Latin America and the Caribbean. [6]

The seven new U.S. military bases in Colombia allow the Pentagon far more scope than is required merely for alleged drug interdiction surveillance and even for the counterinsurgency war against the FARC. The agreement on the bases, bearing the sleep-inducing title of Supplemental Agreement for Cooperation and Technical Assistance in Defense and Security Between the Governments of The United States of America and the Republic of Colombia, lists where U.S. military personnel and equipment will be deployed:

German Olano Moreno Air Base, Palanquero; Alberto Pawells Rodriguez Air Base, Malambo; Tolemaida Military Fort, Nilo; Larandia Military Fort, Florencia; Capitan Luis Fernando Gomez Nino Air Base, Apiay; ARC Bolivar Naval Base in Cartagena; and ARC Malaga Naval Base in Bahia Malaga. [7]

The document also states that "the Parties agree to deepen their cooperation in areas such as interoperability, joint procedures, logistics and equipment, training and instruction, intelligence exchanges, surveillance and reconnaissance capabilities, combined exercises, and other mutually agreed activities" and Washington’s Colombian client concedes, in addition to the seven bases named above, "access to and use of other facilities and locations as may be agreed by the Parties."

Furthermore, "The authorities of Colombia shall, without rental or similar costs to the United States, allow access to and use of the agreed facilities and locations, and easements and rights of way, owned by Colombia that are necessary to support activities carried out within the framework of this Agreement, including agreed construction. The United States shall cover all necessary operations and maintenance expenses associated with its use of agreed facilities and locations."

U.S. military, intelligence and drug enforcement personnel - and American private contractors - "and their dependents" are granted "the privileges, exemptions, and immunities accorded to the administrative and technical staff of a diplomatic mission under the Vienna Convention....Colombia shall guarantee that its authorities verify, as promptly as possible, the immunity status of United States personnel and their dependents who are suspected of criminal activity in Colombia and hand them over as promptly as possible to the appropriate United States diplomatic or military authorities."

One of the military bases obtained by the United States - the Larandia Military Fort in Florencia - is within easy striking distance of Ecuador (as the Alberto Pawells Rodriguez Air Base in Malambo is of Veneuzela).

Ecuadoran President Rafael Correa and Defense Minister Javier Ponce visited Russia late last month and on October 29 the two nations signed a declaration on strategic partnership. Correa and Russian President Dmitry Medvedev discussed energy and military cooperation. Ahead of the visit Ecuador’s president stated, "We need to restore the might of our army" in reference to the U.S. buildup in Colombia, its neighbor to the north. "Ecuador has been alarmed by the decision of Colombia, with which it severed diplomatic relations in March 2008, to allow U.S. troops to use its bases." [8] The severing of relations occurred after Colombia’s army launched an attack inside Ecuador.

Ecuador and Russia signed a contract for the delivery of Mi-171E Hip transport helicopters to the Ecuadoran Ground Forces and a Russian newspaper said "Russia could supply six Su-30MK2 Flanker multirole fighters, several helicopters, and air defense systems to Ecuador, which would increase the value of their military cooperation to over $200 million." [9]

Like other members of ALBA - Venezuela, Bolivia and Nicaragua - Ecuador is purchasing Russian military equipment as a counterbalance to traditional U.S. domination of its defense procurements, with the potential for sabotage and blackmail it entails, and as protection against potential attacks from Washington and its proxies, most notably Colombia.

There is no way of overestimating the challenge that the emergence of ALBA and the overall reawakening of Latin America pose to the role that the U.S. arrogates to itself as lord of the entire Western Hemisphere. The almost two-century-old Monroe Doctrine exemplifies Washington’s claim to exclusive influence over all of North, Central and South America and the Caribbean Basin and its self-claimed right to subordinate them to its own interests. Never before the election victories of anti-neoliberal forces throughout Latin America over the past eleven years has the prospect of a truly democratic, multipolar New World existed as it does now.

It is in response to those developments that the U.S. and its former colonialist allies in NATO are attempting to reassert their influence in the Americas south of the U.S. border.

The Pentagon recommissioned the Navy’s Fourth Fleet, disbanded in 1950 after World War II, last year and fully activated it this one. Its area of responsibility is the Caribbean Sea and Central and South America.

In early November a new commander for U.S. Army South was appointed, Major General Simeon Trombitas. The Army Times of November 10 provided background information on him:

"Trombitas, a 1978 West Point graduate, began his career in the 2nd Armored Division and served three tours with 7th Special Forces Group. He served in U.S. Southern Command and Special Operations Command in Panama and commanded the U.S. Military Group in Colombia. His general officer assignments include commanding general of Special Operations Command, Korea, and he served on the Iraq National Counter-Terrorism Force Transition Team." [10]

The United States is not alone in threatening a newly and truly independent Latin America and Colombia and Honduras are not the only parts of Washington’s plans. On November 5 Paraguay’s President Fernando Lugo replaced the nation’s top military commanders - Army General Oscar Velazquez, Navy Rear Admiral Claudelino Recalde and Air Force General Hugo Aranda - against a backdrop of what Agence France-Presse reported as a fear of "an ouster similar to the one that befell Honduran President Manuel Zelaya...." [11]

That the Honduran putsch is intended to be the first in a series of similar plots in Latin America and is neither an aberration nor the last of its kind was also indicated last week when Nicaragua expelled a Dutch European Union parliamentarian. Radio Netherlands characterized the motivation for the action as follow: "Nicaraguan President Daniel Ortega says Dutch MEP Hans van Baalen was in Nicaragua to see how the army felt about attempting a coup d´etat, but found no officers willing to go along with the idea."

Van Baalen then moved to Honduras to "mediate in the political conflict between ousted President Manuel Zelaya and his de facto successor Roberto Micheletti." [12]

Mexican journalist Luis Gutierrez, speaking at a conference against NATO’s global expansion in Berlin last month and in particular of the bloc’s Article 5 military mutual assistance clause, observed that "Mexico’s 3,000 kilometer border with the United States is also a border with NATO." [13] Troops from 50 nations on five continents and in the Persian Gulf, the Caucasus and the South Pacific are serving or pledged to serve under NATO command in Afghanistan at the moment because of Article 5.

The Netherlands, for example, is not only assisting its American NATO ally in Nicaragua and Honduras, but allows its island possessions in the Caribbean - the Netherlands Antilles - to be employed for surveillance of and future military actions against Venezuela.

In Curacao, a Dutch possession only 70 kilometers from the Venezuelan coast, the leader of an opposition party, Pueblo Soberano (Sovereign People), demanded that the U.S. military base on the island be closed down.

Helmin Wiels said that "he wants to prevent Curacao from being dragged into what he predicts will be a future war between the US and Venezuela.

"The US has a number of military bases in Colombia, and Mr Wiels claims the country is intent on a confrontation with Venezuela’s leftwing President Hugo Chavez." [14]

In May of 2008 a U.S. warplane flying from Curacao violated Venezuelan airspace, conducting surveillance of the Venezuelan military base on Orchila Island. President Chavez said of the intrusion: "They’re spying, they’re even testing our reaction capacity." [15]

Moreover, Venezuela accused the U.S. of coordinating the action with Colombia, whose soldiers had crossed the Venezuelan border the day before.

In 2005 Chavez appeared on the American television news program Nightline and warned that the U.S. and its NATO allies were rehearsing invasion plans for his nation, codenamed Balboa, which involved aircraft carriers and warplanes, and said that American troops had been deployed to Curacao as part of the preparations.

He further admonished: "We are coming up with a counter-Balboa plan. That is to say if the government of the United States attempts to commit the foolhardy enterprise of attacking us, it would be embarked on a 100-year war. We are prepared." [16]

A former Dutch possession in the Caribbean, Suriname, one country (Guyana) removed from Venezuela, offered the Pentagon bases to test military vehicles for jungle warfare in 2007.

In Guyana, Venezuela’s eastern neighbor, the nation’s former colonial master Britain canceled a security agreement after the Guyanese government questioned its partner’s real intentions.

The nation’s Office of the President released a statement which in part said: “This decision by the UK Government is believed to be linked to the administration’s refusal to permit training of British Special Forces in Guyana using live firing in a hinterland community on the western border with Brazil and Venezuela.” [17]

The Head of the Presidential Secretariat, Dr. Roger Luncheon, stated, "It could be that the UK Government did not fully appreciate how dearly held was our position on the non-violation of the sovereignty of Guyana. Their insistence in installing in their design in April...management features that seriously compromise Guyana’s ownership and when our new design re-established ownership that was more consistent with our notions of sovereignty, the plug was pulled...." [18]

With U.S. bases in Colombia to the west and in the Netherlands Antilles to the north, British military presence in the east would tighten the encirclement of Venezuela. A collective siege conducted by NATO allies the U.S., the Netherlands and Britain.

This June the chief of the Pentagon command that covers Central America, South America and the Caribbean - Southern Command (SOUTHCOM) - Admiral James Stavridis, was transferred to Brussels to become top military commander of United States European Command (EUCOM) and NATO’s Supreme Allied Commander Europe (SACEUR).

The transition was seamless, as one of the first initiatives on his new watch was to recruit U.S.-trained Colombian counterinsurgency troops for the war in Afghanistan. When they arrive they will be the first forces from Latin America, and the Western Hemisphere in general except for NATO members the U.S. and Canada, to serve under the Alliance’s command in the escalating South Asian war. [19]

Elsewhere in the Caribbean, Panamanian opposition sources report that Washington is in the process of securing four air and naval bases in their country. A news story from late September revealed that a preliminary agreement on the bases "was reached between Panamanian President Ricardo Martinelli and U.S. Secretary of State Hillary Clinton during recent talks in New York." [20]

On November 9 Senator Bill Nelson of Florida spoke out against drilling for oil off his state’s coast, saying "many of the activities at Florida military bases, including testing missile and drone systems and training pilots, depend on the vast open stretches of ocean, much of it restricted airspace."

He mentioned that the Gulf of Mexico is "the largest testing and training area for the U.S. military in the world." [21]

A Cuban analysis of three years ago described the overall American military blueprint for Latin America and the Caribbean:

"The United States has a system of bases that has managed to establish two areas of control:
"1. The circle formed by the Caribbean islands, the Gulf of Mexico and Central America, which covers the largest oil deposits in Latin America, and is formed by the bases of Guantanamo, Reina Beatriz, Hato Rey, Lampira, Roosevelt, Palmerola, Soto Cano, Comalapa and other lesser military posts.
"2. The circle that surrounds the Amazon basin, downward from Panama, where the canal, the region’s wealth and the location of an entry to South America have been essential, and which is formed by the bases of Manta [closed by Ecuador this July], Larandia, Tres Esquinas, Cano Limon, Marandua, Riohacha, Iquitos, Pucallpa, Yurimaguas and Chiclayo, which in their turn are linked to those of the region further north...." [22]

The U.S. strategy to control the Amazon Basin and the Andean region depends on Colombia on the northwest of the South American continent and on obtaining bases and military allies further south. Peru is one such likely location and so is another which is at loggerheads with it, Chile.

Under former defense minister and current president Michelle Bachelet the nation has amassed a formidable arsenal of advanced weapons from NATO states: Hundreds of German, French and American tanks; F-16s from the Netherlands and the United States; Dutch and British destroyers; French Scorpion submarines. [23]

This unprecedented - and unjustified - arms buildup has alarmed Chile’s neighbors: Argentina, Bolivia and Peru.

A commentary from four years ago pointed out that "Foreign analysts have said that Chile is seeking hegemonic military power in Latin America vis-a-vis Peru, Argentina and Bolivia in order to defend Chilean economic interests in those countries and, in case of armed conflict, to expand its territory in the way it has done in the past.” [24]

On November 6 Bachelet appointed General Juan Miguel Fuente-Alba Poblete as new commander in chief of the Chilean army, which "aroused objections from human rights organizations, since he has been accused of being involved in a series of massive [violations] during the military regime of 1973-1990." [25]

Six days later the Reuters news agency reported that the U.S. is to provide Chile with $655 million dollars worth of new arms: "The Pentagon on Thursday [November 5] advised the U.S. Congress of the possible sale of stinger missiles worth about $455 million, AIM medium-range missiles worth $145 million and Sentinel radar systems worth $65 million." [26]

Several days later a report titled "U.S. Authorizes Sale of German Missiles to Chile" detailed:

"Seven months after Chile’s Defense Minister expressed interest in purchasing a fleet of used (U.S. made) F-16 Fighter Jets from Holland, the U.S. government helped seal the deal by supporting Chile’s bid to buy missiles for the jets."

It added: "Also last week, the Pentagon endorsed two other possible defensive arms sales for Chile’s army. The first purchase would include six new Sentinel radar systems and six SINCGARS radio systems, at a cost of US$65 million. The second deal could include 36 Avenger planes and 390 ground-to-air missiles at a cost of US$455 million." [27]

The accelerating pace and wide-ranging scope with which the U.S. and its allies are militarizing the world is unparalleled. Even during the depth of the Cold War most nations avoided being pulled into military blocs, arms buildups and wars. No longer. And Latin America is no exception.

Cuba in the Cross-Hairs: A Near Half-Century of Terror
Noam Chomsky
Excerpted from Hegemony or Survival, Metropolitan Books, 2003

In early 1964, the State Department Policy Planning Council expanded on these concerns: "The primary danger we face in Castro is . . . in the impact the very existence of his regime has upon the leftist movement in many Latin American countries. . . . The simple fact is that Castro represents a successful defiance of the US, a negation of our whole hemispheric policy of almost a century and a half." To put it simply, Thomas Paterson writes, "Cuba, as symbol and reality, challenged U.S. hegemony in Latin America." International terrorism and economic warfare to bring about regime change are justified not by what Cuba does, but by its "very existence," its "successful defiance" of the proper master of the hemisphere. Defiance may justify even more violent actions, as in Serbia, as quietly conceded after the fact; or Iraq, as also recognized when pretexts had collapsed.

Outrage over defiance goes far back in American history. Two hundred years ago, Thomas Jefferson bitterly condemned France for its "attitude of defiance" in holding New Orleans, which he coveted. Jefferson warned that France's "character [is] placed in a point of eternal friction with our character, which though loving peace and the pursuit of wealth, is high-minded." France's "defiance [requires us to] marry ourselves to the British fleet and nation," Jefferson advised, reversing his earlier attitudes, which reflected France's crucial contribution to the liberation of the colonies from British rule. Thanks to Haiti's liberation struggle, unaided and almost universally opposed, France's defiance soon ended, but the guiding principles remain in force, determining friend and foe.

An official document from the Department of the US Air Force reveals that the military base in Palanquero, Colombia will provide the Pentagon with “…an opportunity for conducting full spectrum operations throughout South America…” This information contradicts the explainations offered by Colombian President Alvaro Uribe and the US State Department regarding the military agreement signed between the two nations this past October 30th. Both governments have publicly stated that the military agreement refers only to counternarcotics and counterterrorism operations within Colombian territory. President Uribe has reiterated numerous times that the military agreement with the US will not affect Colombia’s neighbors, despite constant concern in the region regarding the true objetives of the agreement. But the US Air Force document, dated May 2009, confirms that the concerns of South American nations have been right on target. The document exposes that the true intentions behind the agreement are to enable the US to engage in “full spectrum military operations in a critical sub-region of our hemisphere where security and stability is under constant threat from narcotics funded terrorist insurgencies…and anti-US governments…”

The military agreement between Washington and Colombia authorizes the access and use of seven military installations in Palanquero, Malambo, Tolemaida, Larandia, Apíay, Cartagena and Málaga. Additionally, the agreement allows for “the access and use of all other installations and locations as necessary” throughout Colombia, with no restrictions. Together with the complete immunity the agreement provides to US military and civilian personnel, including private defense and security contractors, the clause authorizing the US to utilize any installation throughout the entire country - even commercial aiports, for military ends, signifies a complete renouncing of Colombian sovereignty and officially converts Colombia into a client-state of the US.

The Air Force document underlines the importance of the military base in Palanquero and justifies the $46 million requested in the 2010 budget (now approved by Congress) in order to improve the airfield, associated ramps and other installations on the base to convert it into a US Cooperative Security Location (CSL). “Establishing a Cooperative Security Location (CSL) in Palanquero best supports the COCOM’s (Command Combatant’s) Theater Posture Strategy and demonstrates our commitment to this relationship. Development of this CSL provides a unique opportunity for full spectrum operations in a critical sub-region of our hemisphere where security and stability is under constant threat from narcotics funded terrorist insurgencies, anti-US governments, endemic poverty and recurring natural disasters.”

It’s not difficult to imagine which governments in South America are considered by Washington to be “anti-US governments”. The constant agressive declarations and statements emitted by the State and Defense Departments and the US Congress against Venezuela and Bolivia, and even to some extent Ecuador, evidence that the ALBA nations are the ones perceived by Washington as a “constant threat”. To classify a country as “anti-US” is to consider it an enemy of the United States. In this context, it’s obvious that the military agreement with Colombia is a reaction to a region the US now considers full of “enemies”.

Per the US Air Force document, “Access to Colombia will further its strategic partnership with the United States. The strong security cooperation relationship also offers an opportunity for conducting full spectrum operations throughout South America to include mitigating the Counternarcotics capability.” This statement clearly evidences that counternarcotics operations are secondary to the real objetives of the military agreement between Colombia and Washington. Again, this clearly contrasts the constant declarations of the Uribe and Obama governments insisting that the main focus of the agreement is to combat drug trafficking and production. The Air Force document emphasizes the necessity to improve “full spectrum” military operations throughout South America – not just in Colombia – in order to combat “constant threats” from “anti-US governments” in the region.

(AP) President Hugo Chavez on Sunday ordered Venezuela's military to prepare for a possible armed conflict with Colombia, saying his country's soldiers should be ready if the United States attempts to provoke a war between the South American neighbors.

Chavez said Venezuela could end up going to war with Colombia as tensions between them rise, and he warned that if a conflict broke out "it could extend throughout the whole continent."

"The best way to avoid war is preparing for it," Chavez told military officers during his weekly television and radio program. Venezuela's socialist leader has also cited a recent deal between Bogota and Washington giving U.S. troops greater access to military bases as a threat to regional stability.

There was no immediate reaction from either the Colombian or U.S. government, but in the past they have denied intentions to start a war with Venezuela and said the base deal is needed to fight the war on drugs and insurgents in Colombia, which is a major cocaine producer struggling with a decades-old internal conflict.

Tensions along the Venezuela-Colombia border have been exacerbated in recent weeks by a series of shootings and slayings.

There is no way of overestimating the challenge that the emergence of ALBA and the overall reawakening of Latin America pose to the role that the U.S. arrogates to itself as lord of the entire Western Hemisphere. The almost two-century-old Monroe Doctrine exemplifies Washington's claim to exclusive influence over all of North, Central and South America and the Caribbean Basin and its self-claimed right to subordinate them to its own interests. Never before the election victories of anti-neoliberal forces throughout Latin America over the past eleven years has the prospect of a truly democratic, multipolar New World existed as it does now.

It is in response to those developments that the U.S. and its former colonialist allies in NATO are attempting to reassert their influence in the Americas south of the U.S. border.

Nearly five months since the June 28 coup d'etat against Honduran President Manuel Zelaya led by General Romeo Vasquez Velasquez, a graduate of the Western Hemisphere Institute for Security Cooperation, formerly the School of the Americas, Washington has not used its substantial - decisive - leverage with the illegal government and its military supporters to reverse the armed takeover of power. Instead it has conspired with the junta to drag out deliberately futile negotiations and has thrown its weight behind the November 29 election which, occurring without the previous reinstalling of President Zelaya, will be a travesty of law and international protocols and is in fact intended to lend false credibility to the current regime.

On November 15 Manuel Zelaya wrote a letter to American President Barack Obama decrying Washington's machinations and stating that accepting the terms of the U.S.-sanctioned (to say no more) arrangement with Micheletti regarding the upcoming election would amount to “covering up the coup d’etat, which we know has a direct impact due to the military repression on the human rights of the inhabitants of our country.”

Micheletti and his supporters in the country's business community and "muscle" in the military unilaterally abrogated the terms of the agreement by thwarting Zelaya's reinstatement and appointing all members of the national cabinet. With the active connivance of Washington, as Zelaya's letter to Obama contends.

If a government friendly to the United States was overthrown in the manner that the Honduran one was on June 28 it would not take the White House and the State Department five months to respond, and even then only to abet the crime. Censure, sanctions and covert operations would have been resorted to immediately.

In nations where candidates not entirely to the West's liking win elections or unapproved presidents win reelection, the whole panoply of "regime change" interventions are put into effect with some variation of a "color revolution" ultimately negating and reversing the result.

Joint Chiefs of Staff, Admiral Michael Mullen, and his Colombian opposite number, General Freddy Padilla de Leon, shaking hands outside the Pentagon three days earlier. [2]

No story on or details of their meeting are available, not even on Defense Department sites. Only the photograph and brief notices on Facebook and Twitter.

Padilla's resume is both illustrative and typical.

Since the agreement on their acquisition by the United States was signed on October 30 confirmation of the bases' dual purpose - escalating the counterinsurgency war inside the country and containing and confronting two of its neighbors, Venezuela and Ecuador - has been witnessed.

Bogota reported that nine of its soldiers were killed and four wounded in a major clash with FARC (Revolutionary Armed Forces of Colombia) fighters in the southwestern department of Cauca on November 10.

Five days later Colombia seized four Venezuelan border guards on a river off Colombia's Vichada Department. A few days earlier two Venezuelan National Guard troops were killed in the state of Tachira on the Colombian border, leading Caracas to deploy 15,000 troops to the area on November 5.

The preceding week Venezuela arrested eight Colombian nationals and two locals suspected of paramilitary activity on the two countries' border. Government official Ricardo Sanguino "denounced increasing paramilitary activity as a strategy to conceal soaring US access to Colombian military bases" and said "they are trying to destabilize the government of Venezuela...." [3]

Recently Venezuelan President Hugo Chavez renewed repeated concerns over the new American bases on the territory of his western neighbor, saying "that according to recently produced documents, the military bases would be used for espionage purposes, allowing US troops there to launch a military offensive against Venezuela." [4]

On November 8 Bolivian President Evo Morales said that "the use of Colombian military bases by U.S. troops meant a provocation to the Latin American peoples, mainly to the members of the Bolivarian Alliance of the Americas (ALBA)."

He specified that "With the excuse of fighting against drug trafficking and terrorism, thousands of U.S. soldiers will be deployed in Colombia." [5]

[6] Other prospective candidates include post-coup Honduras, Panama, Peru and Chile, with pressure placed on Brazil, Guyana and Suriname to either supply bases or in other ways augment American and European military presence in Latin America and the Caribbean. [7]

The document also states that "the Parties agree to deepen their cooperation in areas such as interoperability, joint procedures, logistics and equipment, training and instruction, intelligence exchanges, surveillance and reconnaissance capabilities, combined exercises, and other mutually agreed activities" and Washington's Colombian client concedes, in addition to the seven bases named above, "access to and use of other facilities and locations as may be agreed by the Parties."

Ahead of the visit Ecuador's president stated, "We need to restore the might of our army" in reference to the U.S. buildup in Colombia, its neighbor to the north. "Ecuador has been alarmed by the decision of Colombia, with which it severed diplomatic relations in March 2008, to allow U.S. troops to use its bases." [9] The severing of relations occurred after Colombia's army launched an attack inside Ecuador.

Ecuador and Russia signed a contract for the delivery of Mi-171E Hip transport helicopters to the Ecuadoran Ground Forces and a Russian newspaper said "Russia could supply six Su-30MK2 Flanker multirole fighters, several helicopters, and air defense systems to Ecuador, which would increase the value of their military cooperation to over $200 million." [10]

Bilbao has accompanied Venezuelan President Hugo Chavez to various regional gatherings and has worked with the Chavez government to help build the Union of South American Nations (Unasur). He said recent US moves, which included assisting the Honduran coup, were the result of the “increased political role of ALBA [Bolivarian Alliance of the Peoples of Our Americas] in the region” this year.

ALBA, set up by the revolutionary governments of Cuba and Venezuela, involves nine countries from Latin America and the Caribbean. Honduran President Manuel Zelaya, overthrown in the coup, took his country into ALBA, upsetting the US and local elites.

ALBA was created as a fair trade bloc and alternative to the neoliberal US-proposed Free Trade of Americas Agreement, but has increasingly become a political vehicle for coordinated interventions by the region’s anti-imperialist governments.

Bilbao said two events clearly demonstrated this increased collaboration and the resulting “shift in hegemony in the region”.

“The participation of the ALBA group in the Summit of the Americas in Trinidad and Tobago [held on April 17-19] is something without precedent”, he told GLW. “The group met the day before to create a counter-document to the one that the US had already built consensus around. This resulted in an eruption of unexpected force, preventing the approval of [the US-pushed] document.”
Due to the intervention of the anti-imperialist ALBA bloc, “a large number of other countries — that had already approved the final document — felt they could not be seen to be signing onto it in opposition to the position of ALBA”. The second event occurred two months later, at the meeting of the Organisation of American States (OAS), “where the plan was to accept the reincorporation of Cuba into the OAS”, on the condition that “Cuba accepted Western ‘democratic’, that is, bourgeois principles”. “Here, once again, the ALBA bloc erupted onto the scene ... and the plans of imperialism and the regional capitalists were defeated.” For Bilbao, this chain of events provoked a situation “where hegemony [in the OAS] changed hands” from the US to the ALBA bloc. “Obviously, this was something the US could not accept.” Counteroffensive

Lacking the “political-democratic means to counter this”, the US had to “put into motion a new phase [of its counteroffensive], prepared for a long time, but contained and applied in tentative and partial ways”. He cited the events in Bolivia last September, where there was an attempt to “divide the country and initiate a civil war in order to bring down the government of President Evo Morales”, as an example of the growing US offensive. The plan failed and the US had to backtrack. Less than a month after the OAS meeting, the coup in Honduras occurred. However, Bilbao said, “by the night of June 28, that coup had already failed. “Within hours, ALBA moved into action and created that same change of hegemony I talked about before, but this time within a totally different framework. “The OAS could not support the coup, as ALBA had already launched a plan to counteract it. Therefore, the OAS immediately came out against the coup.” US president Barack Obama was also forced “to say he was not in favour of this, in an ambiguous fashion in order to support [the coup] while [verbally] opposing it. But the truth is the US could not play the role of heading up the coup, either openly or covertly.

“They had to come out and say they were against it. They didn’t call it a coup, but said they were against the new president.”

Despite the different manoeuvres, using Costa Rican president Oscar Arias to head negotiations between Zelaya and the coup regime, “the situation has not changed, on the contrary it has become worse for the US ... it is clear the coup has failed”.

The question remains whether “the US will allow the government to fall, which would be another defeat and humiliation for the White House, or whether they will provoke a bloodbath before the government falls, so the world knows the cost of [resisting coups] is very high”.

Bilbao said: “They will undoubtedly try to place the blame on the military or business groups in Honduras. Of course there are figures in the Honduran military and its capitalist backers capable of a bloodbath.

“But it will be the result of US policy, because the US, with a single move, could put an end to that government.

“If it doesn’t, and we witness a bloodbath in Honduras, it is because the US wants to demonstrate to Latin America that it will not be easy to shake off the control, exploitation and oppression of the US over our countries.

“It is clear that if the US unleashes a massacre of the Honduran people, this confrontation will spill over into the rest of the region.”

It is in this scenario that “the US has put into motion a bigger and now more openly belligerent plan”. This plan includes the installation of military bases on the border with Venezuela and the accusations that Venezuela is a narco-state that supports terrorism and arms the Revolutionary Armed Forces of Colombia (FARC), which is waging a decades-long armed struggle against the Colombian regime.

Using third parties, the US was clearly unleashing “a war dynamic”, Bilbao said.

For this reason, Bilbao said: “Lula had played the negative role of not fulfiling any role [during the Honduras crisis]. There is no doubt that if Lula had shown the same determination as ALBA, the coup regime would have fallen.”

Obama’s role

Asked whether Obama reflects a change in US government policy or, at least, a difference with the position of former president George Bush, Bilbao said that “without a doubt Obama is not Bush, in many ways”.

Similarly, “without a doubt, and this is very important factor, there is something new in the world political panorama — the US imperialist bourgeoisie is divided”.

“Without a doubt, there are different lines of action proposed regarding the current situation.”

However, “without a doubt, Obama is the president of that empire and whether they — the secretary of defense, the secretary of state, the terrorist groups encrusted in the state department and the defense department — carried this out with or without his full knowledge, the phenomenon is the same.

“The only thing in doubt is whether Obama will accompany this plan to the end.”

In Bilbao’s view, an evaluation of the first few months of the Obama government make clear that he “has not consistently defended any of the promises he made”.

Moreover, Obama finds himself in a situation that is “seemly reaching its limits”. He noted how only a few days ago, Obama was forced to reschedule a televised speech on his proposed health program after the CBS network refused to grant him its prime time 9pm slot — sticking to its scheduled programming of a well-known pop singer.

This clearly demonstrated the “political weakness of the government”, Bilbao said. This weakness “is leading to a fracturing of the US imperialist bourgeoisie”.

“We can not ignore this fact, but neither should we ignore the result of this complex relationship of forces: the coup in Honduras; the installation of bases on the border with Venezuela; the provocation launched in Colombia [with allegations about the supposed arming of the FARC with Venezuelan rifles]; and the destabilisation policy that the US embassy is carrying out in Paraguay to bring down President Lugo.

“The only doubt today is whether they want us to pay right now or not, and on that point there are undoubtedly many positions within the US ruling clique. Which one will win out is something that can not be determined now.”

If war breaks out, ALB’s response will be firm. “But, beyond ALBA’s response, is the response of the people [of Latin America]. A people that today is advancing slowly towards an anti-imperialist and anti-capitalist perspective.”

In a context of regional war, “revolutionary armed forces will reappear across all of Latin America, guerilla forces will reappear, as will clandestine and violent forms of combat. If all other channels are closed off, there is no doubt this is how the people will respond.”

June 29, 2009 “Rebel Reports” — There is a lot of great analysis circulating on the military coup against Manuel Zelaya in Honduras. I do not see a need to re-invent the wheel. (See here here here and here). However, a few key things jump out at me. First, we know that the coup was led by Gen. Romeo Vasquez, a graduate of the US Army School of the Americas. As we know very well from history, these “graduates” maintain ties to the US military as they climb the military career ladders in their respective countries. That is a major reason why the US trains these individuals.

Secondly, the US has a fairly significant military presence in Honduras. Joint Task Force-Bravo is located at Soto Cano Air Base, Honduras. The base is home to some 550 US military personnel and more than 650 US and Honduran civilians:

They work in six different areas including the Joint Staff, Air Force Forces (612th Air Base Squadron), Army Forces, Joint Security Forces and the Medical Element. 1st Battalion, 228th Aviation Regiment, a US Army South asset, is a tenant unit also based at Soto Cano. The J-Staff provides command and control for JTF-B.

The New York Times reports that “The unit focuses on training Honduran military forces, counternarcotics operations, search and rescue, and disaster relief missions throughout Central America.”

Significantly, according to GlobalSecurity, “Soto Cano is a Honduran military installation and home of the Honduran Air Force.”

This connection to the Air Force is particularly significant given this report in NarcoNews:

The head of the Air Force, Gen. Luis Javier Prince Suazo, studied in the School of the Americas in 1996. The Air Force has been a central protagonist in the Honduran crisis. When the military refused to distribute the ballot boxes for the opinion poll, the ballot boxes were stored on an Air Force base until citizens accompanied by Zelaya rescued them. Zelaya reports that after soldiers kidnapped him, they took him to an Air Force base, where he was put on a plane and sent to Costa Rica.

It is impossible to imagine that the US was not aware that the coup was in the works. In fact, this was basically confirmed by The New York Times in Monday’s paper:

As the crisis escalated, American officials began in the last few days to talk with Honduran government and military officials in an effort to head off a possible coup. A senior administration official, who briefed reporters on the condition of anonymity, said the military broke off those discussions on Sunday.

While the US has issued heavily-qualified statements critical of the coup—in the aftermath of the events in Honduras—the US could have flexed its tremendous economic muscle before the coup and told the military coup plotters to stand down. The US ties to the Honduran military and political establishment run far too deep for all of this to have gone down without at least tacit support or the turning of a blind eye by some US political or military official(s).

Here are some facts to consider: the US is the top trading partner for Honduras. The coup plotters/supporters in the Honduran Congress are supporters of the “free trade agreements” Washington has imposed on the region. The coup leaders view their actions, in part, as a rejection of Hugo Chavez’s influence in Honduras and with Zelaya and an embrace of the United States and Washington’s “vision” for the region. Obama and the US military could likely have halted this coup with a simple series of phone calls. For an interesting take on all of this, make sure to check out Nikolas Kozloff’s piece on Counterpunch, where he writes:

In November, Zelaya hailed Obama’s election in the U.S. as “a hope for the world,” but just two months later tensions began to emerge. In an audacious letter sent personally to Obama, Zelaya accused the U.S. of “interventionism” and called on the new administration in Washington to respect the principle of non-interference in the political affairs of other nations.

Coup d’Etat Underway in Honduras: OBAMA’S FIRST COUP D’ETAT

On June 29 US President Barack Obama hosted his Colombian counterpart Alvaro Uribe at the White House and weeks later it was announced that the Pentagon plans to deploy troops to five air and naval bases in Colombia, the largest recipient of American military assistance in Latin America and the third largest in the world, having received over $5 billion from the Pentagon since the launching of Plan Colombia nine years ago.

Six months before the Obama-Uribe meeting outgoing US President George W. Bush bestowed the US’s highest civilian honor, the Medal of Freedom, on Uribe as well as on former British Prime Minister Tony Blair and former Australian Prime Minister John Howard.

A press account of the time expressed both shock and indignation at the White House’s honoring of Uribe in writing that “Despite extra-judicial killings, paramilitaries and murdered unionists, Colombia’s President Uribe has won the US’s highest honor for human rights.” [1]

The same source substantiated its concern by adding:

“Colombia is the most dangerous country on earth for trade unionists. In 2006, half of all union member killings around the world took place there. Since Uribe came into power in 2002, nearly 500 have been murdered. In reply to concern about the assassinations, Uribe dismissed the victims as ‘a bunch of criminals dressed up as unionists.’

“More than 1,000 cases of illegal killings by the military are being investigated. There are dozens of cases of soldiers taking innocent men, murdering them and dressing them up as enemy combatants. Hundreds of
members of the security forces are thought to have taken part in such activities.” [2]

Afghanistan

The Afghan minister of counter narcotics says foreign troops are earning money from drug production in Afghanistan.

General Khodaidad Khodaidad said the majority of drugs are stockpiled in two provinces controlled by troops from the US, the UK, and Canada, IRNA reported on Saturday.

He went on to say that NATO forces are taxing the production of opium in the regions under their control.

Afghanistan is the world's biggest supplier of opium.

Drug production in the Central Asian country has increased dramatically since the US-led invasion eight years ago.

A recent report by the United Nations states that Afghan opium is having a devastating impact on the world, killing thousands in consumer countries.

Meanwhile, The New York Times reported on Wednesday that Ahmad Wali Karzai, a brother of the Afghan president, is involved in the opium trade, meets with Taliban leaders, and is also a CIA operative.

The opium trade is the major source of Taliban financing.

May 29, 2009 "Counterpunch" -- So far the principle result of the U.S. invasion of Afghanistan following the events of 9-11 has been the destabilization of Pakistan. That breakdown is peaking with the events in what AP calls the “Swat town” of Mingora---actually a city of 375,000 from which all but 20,000 have fled as government forces moved in, strafing it with gunships. We’re talking urban guerrilla warfare, house-to-house fighting, not on the Afghan border but 50 miles away in the Swat Valley. We’re talking about Pakistani troops fighting to reclaim the nearby Malam Jabba ski resort from the Tehreek-e-Taliban, who since last year have been using it as a training center and logistics base. We’re talking about two million people fleeing the fighting in the valley and 160,000 in government refugee camps.

And of course, “collateral damage”: As was reported in The News in Pakistan May 19:

Several persons, including women and children, were killed and a number of others sustained injuries when families fleeing the military operation in Swat’s Matta town were shelled while crossing a mountainous path to reach Karo Darra in Dir Upper on Monday, eyewitnesses and official sources said. Eyewitnesses, who escaped the attack or were able to reach Wari town of Dir Upper in injured condition, said they were targeted by gunship helicopters. However, police officials said they might have been hit by a stray shell. Local people said they saw some 12 to 14 bodies on a mountain on the Swat side but could not go near to retrieve them or help the injured for fear of another aerial attack.

What a nightmare scenario for Pakistan.

We’re talking about the Pakistani Army sometimes fighting over the last year to retake towns from Taliban forces in the Buner region of the North-West Frontier Province that are closer to the capital of Islamabad than the Afghan border. And while the Talibs apparently lack popular support, even among the Pashtuns (who are 15 % of the Pakistani population---26 million and 42% of the Afghan population---14 million) they have been able to inflict embarrassing defeats on the army.

Tehreek-i-Taliban leader Baitullah Mahsud, head of the militant forces in South Waziristan, established his credentials when his forces captured 300 Pakistani soldiers and traded them for about 30 imprisoned militants in the fall of 2007. Time and again the several (sometimes rival) “Taliban” forces, which did not exist before the U.S. invasion of Afghanistan created them, have forced the government to negotiate terms. Most recently in February Islamabad agreed to the implementation of the Sharia in the Swat Valley in exchange for peace. The Taliban broke the agreement in April, or so the story goes, and the army claims it’s killed 1,100 militants since.

But curiously as of Sunday it claimed to have killed only 10 Taliban, while boasting of seizing (according to AP) “a spot nicknamed ‘bloody intersection’ because militants routinely dumped the mutilated bodies of their victims there.” On Monday I read of another four dead militants but the Taliban announced through a spokesman that they would maintain “aides” in place in the city, cease fire, and advise civilians to return. It appears most have retreated to other towns, including Buner and Daggar where fighting goes on now. This they can do under cover of the masses of refugees of course.

Now think of what has happened here. Whether or not this was Osama bin Laden’s conscious plan, the local, ethnically-based, ideological movement most receptive to his own (i.e., the Taliban, or more precisely, multiple talibans on the Pakistan side of the border) has flourished since the U.S. attack upon Afghanistan in response to the 9-11 attacks. The imperialist response to 9-11 inflamed Pashtunistan. The toppling of the Taliban itself aroused indignation among many Pakistani as well as Afghan Pashtuns. Some militants fleeing east met with the traditional Pasthtunwali welcome, as they would under less stressful circumstances, and beyond that political sympathy.

The drone missile attacks, the civilian deaths, the contemptuous official denials, the repeated insults to national sovereignty, the connivance of the regime in power, have angered many, perhaps most, Pakistanis. While the Taliban has undergone a quiet resurgence in southern Afghanistan, leading U.S. generals to conclude that a military solution to the war is impossible, bands of religious “students” gathering around tribal leaders and warlords in Pakistan forming the umbrella “Movement of the Taliban” or Tehreek-e-Taliban under Mahsud have been able to generate this kind of chaos.

The Army had been deployed before against Indian and Chinese forces. But the disproportionately Pashtun force had never confronted or been trained to confront fanatical Pashtun jihadis---particularly when the issue was the implementation of the Sharia. Not surprisingly it performed badly and Islamabad wound up cutting a deal in February to implement Islamic law in the Swat Valley. U.S. Defense Secretary Gates can criticize that judgment in stating, “We want to support [the Pakistanis]. We want to help them in any way we can. But it is important that they recognize the real threats to their country.” And Secretary of State Hillary Clinton can tell Congress, “I think the Pakistani government is basically abdicating to the Taliban and the extremists [by making a peace deal in Swat]. Changing paradigms and mindsets is not easy, but I do believe there is an increasing awareness of not just the Pakistani government but the Pakistani people that this insurgency coming closer and closer to major cities does pose such a threat.”

It’s easy to lecture about such things, to judge the actions of another government facing a crisis. But isn’t it obvious that what Clinton has since at least April been calling Pakistan’s “existential threat” wouldn’t be closing in on the cities of that country had the U.S. not responded to 9-11 with the knee-jerk bombing of Afghanistan and the toppling of the Taliban? President Pervez Musharraf has recalled that Deputy Secretary of State Richard Armitage told him soon after 9-11 to “prepare to go back to the Stone Age” if he didn’t cooperate with the U.S. in the war on terrorism. The existential threat to Pakistan was the Bush administration!

The Bush administration pressured Musharraf to deploy the Pakistan Army in border provinces where it had never been deployed and where its very presence was perceived as a provocation. The result was the September 2005 “peace agreement” in which the government agreed to halt military operations along the border and dismantle checkpoints in return for tribal leaders’ commitment to end support for militancy and prevent cross-border incursions into Afghanistan. It was a face-saving defeat for the regime that drew U.S. criticism, as have all subsequent deals with the militants, which have in any case broken down, like the February deal in Swat.

The 2005 agreement followed the notorious Lal Masjid episode in Islamabad when the security forces stormed an important seminary and hotbed of Islamist activism. The khatib (prayer-leader) had been dismissed for issuing a fatwa stating no Pakistani Army officer could be given an Islamic burial if died fighting the Taliban, and then the mosque had risen up in general rebellion, sparking solidarity attacks on government forces by militants in North Waziristan and the North West Frontier Province (NWFP). The government was forced to back down.

That’s been the pattern ever sense. Get tough on the “insurgents,” with U.S. prodding, and funding, and threats of funding reduction and direct intervention. Then negotiate with tribal and religious leaders, recognizing locals’ mistrust of outsiders, the Pakistani state, and its international backers which the mullahs may identify as U.S. imperialism and Zionism. And watch both carrot and stick policies fail as Pakistan’s own homegrown Taliban insurgency swells alongside the recrudescent original next door.

Now, while the Pakistani Army is still struggling to take control of Mingora and the Taliban is regrouping, the insurgents have pulled off a brazen attack on the Inter-Services Intelligence (ISI) office compound in Lahore, in eastern Pakistan, on the border with India, killing about 30 and injuring 250. The irony here of course is that the Taliban was nurtured by the ISI in the 1990s and the attackers may well have known the location of ISI offices for that very reason.

Such terror has Bush’s war on terror visited on Pakistan, with no end in sight. And Obama’s war in “Af-Pak,” reliant on a troop surge, more Predator drone attacks, and maybe some “divide and conquer” tactics, hold out little promise for relief. U.S. officials screw up their faces as if genuinely puzzled about while the Pakistanis aren’t doing more---as if puzzled about why they don’t understand that their existence is at stake. The fact is that they are the ones on the outside looking in, who do not understand that the interests of U.S. imperialism do not cause religious and national and ethnic sensibilities to disappear or make it possible for local leaders, even those on the imperialist payroll, to snap their fingers, crush local resistance and produce social peace. The interests of U.S. imperialism in this case, in the form of regime change in Afghanistan, and the way it was done, have antagonized much of the Pakistani population.

This is Washington’s unwanted gift to Islamabad, for which Islamabad keeps getting paid and keeps paying.

Afghanistan is, as of March, 2008, the greatest illicit (in Western World standards) opium producer in the world, before Burma (Myanmar), part of the so-called "Golden Crescent". Opium production in Afghanistan has been a significant problem (or a significant business) for Afghanistan, especially since the downfall of the Taliban in 2001. Based on UNODC data, there has been more opium poppy cultivation in each of the past four growing seasons (2004-2007), than in any one year during Taliban rule.
http://en.wikipedia.org/wiki/Opium_Production_in_Afghanistan

Afghanistan's notorious, soaring drug trade is hitting home. The country now has one of the world's sharpest rising rates of drug use, especially in the cities. With few antidrug programs – and many of those poorly funded – aid agencies say drug abuse is now the fastest-growing social problem in the country.

There are twice as many heroin users on the streets of Kabul than just four years ago, says Mohammed Zafar, an official at the Ministry of Counter Narcotics.

The opium capital of the world, Afghanistan is responsible for 92 percent of global output. Each year, the country produces about $4 billion worth, or 53 percent of gross domestic product, making drug production easily Afghanistan's most lucrative industry, according to the United Nations Office on Drugs and Crime (UNODC).

About 1 million of Afghanistan's 34 million people are drug users, and the majority of these live in the country's principal cities, UNODC estimates.

MOSCOW, November 20 (RIA Novosti) - Opium production in Afghanistan has increased by 150% since a NATO-led security and development mission entered the country in 2001, Russia's Federal Drug Control Service said on Thursday.

"Afghanistan has become the absolute leader in narcotics production, producing 93% of the world's entire opiates... Afghan drug dealers have in two years set up the successful production of cannabis [marijuana, hashish] with over 70,000 hectares of land being cultivated, taking Afghanistan into second place in the world behind Morocco in terms of the cultivation of such drugs," the service said in a statement.

Since the Taliban regime was overthrown in the 2001 U.S.-led campaign, Afghanistan, with almost all its arable land being used to grow opium poppies remains the world's leading producer of heroin.

According to the UN, Afghanistan's opium production increased from 6,100 tons in 2006 to 8,200 tons in 2007.

The narcotics trade has become an acute problem for the Central Asian republics due to a continual flow of illegal drugs from Afghanistan.

The US has made some serious headway in Afghanistan. Scared Bin Laden out of the country...in fact assisted his escape from Tora Bora...kicked the Taliban's hindquarters...killed a bunch of people....boosted the drug trade...
